De Chinese Wouden, woensdag 9 april: wereldhandelsapocalyps, Chinese soldaten in Oekraïne, von der Leyen belt Li Qiang
President Zelensky kondigde aan dat Oekraïne twee Chinese staatsburgers heeft gevangengenomen die voor Rusland vochten op Oekraïens grondgebied. Ook zou Kyiv bewijs hebben, dat er meer Chinezen meevechten aan Russische zijde. Kyiv heeft de Chinese zaakgelastigde op het matje geroepen om uitleg te geven.
Na eerdere berichten over Chinese vrijwilligers in Russische dienst, zat zo’n gevangenneming er een keer aan te komen. Directe betrokkenheid van Peking zou echter buitengewoon onlogisch zijn – daar zijn ook nooit beschuldigingen van geweest – en de vondst op zich is dus geen baanbrekende nieuws. Het is wel een pijnlijk plaatje voor China. Dat zal diploma-/politiek gevolgen hebben.

De wereldhandelsoorlog verandert rap in een wereldhandelsapocalyps. De EU slaagt er niet in Trumps Witte Huis tot onderhandelen te bewegen. Europese vergelding volgt snel. Bovenal moeten we nu rekening houden met de mogelijkheid dat handel tussen China en de VS helemaal tot stilstand komt. Als reactie op de Chinese spiegeling van zijn 34% heeft Trump nogmaals vijftig procentpunten aan importheffingen aangekondigd. We komen nu opgeteld boven de 100% uit.
In Peking verschanst men zich voor een lange strijd. Als ik mijn indruk van de Chinese reactie op de heffingen moet samenvatten dan is het: grim zelfvertrouwen. Peking heeft zich voorbereid. Het opiniestuk wat ik maandag samenvatte (vertaald door Bill Bishop) wees hier al op. Peking voert al een paar jaar handelsoorlog met Washington. De belangrijkste reden is volgens mij echter wereldbeeld.
Het Europese wereldbeeld ligt nu namelijk in duigen. Hoe wij lang gekeken hebben naar onze plek in de wereld en de banden waar wij vanuit zijn gegaan is nu kapot. Voor de nationalistische vleugel in Peking bevestigt wat nu gebeurt juist het wereldbeeld. Dit is slechts een verheviging van hoe Amerika altijd al zou zijn geweest.
Bovendien voorspelt het marxisme-leninisme-maoïsme dat de contradictie heviger wordt naarmate hij dichter bij haar resolutie komt. De ‘grote omwenteling niet gezien in een honderd jaar’ van Xi Jinping, waar de CCP zich al die decennia op heeft voorbereid, voltrekt zich nu.
De vraag is wel hoe lang dit Chinese zelfvertrouwen blijft duren en of er een moment komt waarop het omslaat in wanhoop. Het Chinese economische succes drijft op een indrukwekkende exportmachine. Die heeft grote markten nodig, zeker nu de productie steeds hoogwaardiger wordt. Als de VS blijvend wegvallen én er een wereldwijde recessie komt vanwege Trumps vernielzucht, dan heeft Peking een probleem.
Chinese commentaren kunnen wel schrijven over de diepgaande Chinese voorbereidingen en scenarioplanning, maar hadden de partijkaders wel gedacht aan heffingen van 100+%? Dan speelt de Europese Unie een grote rol. De druk op Brussel om de Chinese overcapaciteit te absorberen zal existentiële vormen aannemen.
Peking overschat misschien wel de Europese nood voor betere banden met China ter vervanging van de VS. De handel met China betreft inderdaad belangrijke afhankelijkheden en veel producten. De export van de EU naar China daalt echter en is nu vergelijkbaar in grootte met de export naar Zwitserland. De Europese investeringen in en handel met de VS en handel is nog vele malen belangrijker, los van de veiligheidsrelatie.
De marxistische wetenschap en eigen informatiecocon kan de top in Peking – niet voor de eerste keer – overmoedig maken. Naast de EU zijn er nog Zuidoost-Azië en de BRICS-landen. De opkomende economieën moeten we niet onderschatten. Tegelijkertijd blijven de Westerse consumenten nog altijd veel rijker.
Bovendien is het recordaantal zaken tegen China bij de Wereldhandelsorganisatie (WHO) in Genève ook te danken aan juist de opkomende economieën. Nog meer dan voor het Westen, is de golf van onbetaalbaar goedkope producten uit China een probleem voor landen, die dromen van industrialisering.
Het risico bestaat dat China de komende jaren in economische nood komt en dat Pekings oplossing de belangrijkste partners wegjaagt met haar exportmodel. Nu al zien we dat niet alleen Taiwan maar ook desperaat afhankelijke landen in Zuidoost-Azië zeggen geen vergeldingsmaatregelen te nemen en naar Washington DC snellen om nulheffingen aan te bieden.
Dit is geen gestreden strijd. De onzekerheden zijn enorm, de spelers reageren op elkaars stappen. Voor China zijn toegang tot de Europese afzetmarkt en het slagen van binnenlandse omslag naar een meer op consumptie gerichte economie beide essentiële stappen. Daarbij moeten we twee dingen niet onderschatten. Ten eerste is er het Chinese vermogen om (de eigen bevolking te laten) bitterheid te eten pijn (chīkǔ 吃苦), d.w.z. door de pijn bijten. Ten tweede heeft Europa het Chinese vermogen tot innovatie al vaker te laag ingeschat.
Het was niet alleen Mao Zedong maar ook KMT-strategist Jiang Baili die in de jaren dertig schreef over ‘protracted warfare’ (chíjiǔ zhàn 持久战) in het aangezicht van Japans vernielzucht. Xi Jinping vestigde de aandacht er weer op in een tijd dat de VS zich op China richtten. Deze wereldhandelsoorlog is niet morgen voorbij.
