De Chinese Wouden, maandag 7 april: wereldhandelsoorlog op stoom
De wereldhandelsoorlog komt op stoom, zoals de mensen die beurskoersen volgen al weten. De eerste 10% van Trumps nieuwe heffingen zijn zaterdag ingegaan. De procentpunten die daar nog bovenop komen gaan woensdag in. Als reactie op de extra 34% van Trump komt China ook met 34%, vanaf donderdag. Deze aankondiging werd vergezeld van andere maatregelen tegen Amerikaanse bedrijven.
Pekings pakket maatregelen was stevig. Sommige analisten dachten dat Peking zou wachten tot de heffingen ingingen – ook omdat het vakantie is vanwege het Qingming-festival. Dat was dus niet het geval. De Chinese reactie laat zien hoe Peking er in staat. Geen specifieke drukmaatregelen of andere verfijnde pogingen om steun te mobiliseren binnen de Trump-achterban. Kracht is de enige manier waarmee Peking verstaan denkt te worden.
Veelzeggend is dat de officiële Chinese reactie op de heffingen, vrijgegeven door Xinhua, de frase bevatte dat Chinezen geen problemen veroorzaken maar het niet vrezen (我们不惹事，也不怕事). Deze wordt normaal gebruikt in de context van dreigende verklaringen die duidelijk maken dat Peking bereid is de ‘kernbelangen’ van soevereiniteit en territoriale integriteit in bijvoorbeeld de Zuid-Chinese Zee militair te verdedigen.
Scroll naar onderen voor mijn korte samenvatting van twee Chineestalige commentaar, waarvan eentje op de eigen mensen gericht. Dat is een erg interessant commentaar in het Volksdagblad van vandaag dat de respons op de Amerikaanse heffingen verbindt aan de huidige Chinese binnenlandse economische hervormingen.
Trumps claimde op sociale media dat Peking in paniek zou zijn. Washington lijkt vast te blijven houden aan de maatregelen, ondanks wereldwijd afgrijzen. Daniel Drezner schrijft overtuigend dat er geen proces is bij Trump, slechts „Donald Trump’s whims, his collection of clown car enablers, and maybe an intern who plugs some things into ChatGPT.”
Er is discussie of de Amerikaanse acties de EU in de handen van China gaan drijven. Stemmen die zich daarvoor uitspreken zijn er inderdaad. Ik ben echter van het kamp dat denkt, dat Peking eerder geneigd is de Europese zwakte uit te buiten. Het Chinese leiderschap voelt zich gesterkt in het eigen gelijk en gelooft nog dat het oude aanbod aan Europa juist was. Bovenal gaan de Europese zorgen over Chinese overcapaciteit alleen maar erger worden, wanneer de Amerikaanse markt ook nog wegvalt.
Opvallend binnenlands nieuws: de Financial Times schrijft dat Liu Tianran, zoon van Liu He, onderzocht zou worden voor corruptie. Liu He was als vicepremier de economische man van Xi Jinping tot 2023 en verantwoordelijk voor de eerste ‘deal’ over handel met Trump. Dit zou suggereren dat Liu – wiens banden met Xi teruggaan tot hun jeugd – niet meer zo sterk staat.

De cultureel-essentialistische (en historisch onjuiste) uitdrukking dat Chinezen geen onrust veroorzaken maar het niet vrezen (我们不惹事，也不怕事) is een vaste frase die uit de kast wordt gehaald bij Chinese kernbelangen (core interests) en soevereiniteit. Hij komt langs wanneer Peking wil benadrukken dat China niet bang is een oorlog te vechten om bijvoorbeeld de Zuid-Chinese Zee of Taiwan. Verwacht een hard gevecht.

Commentaar in het Volksdagblad onder de gezaghebbende pennaam gericht op het buitenland ‘Zhong Sheng’ zegt dat China een trouwe supporter van echt multilateralisme en het multilaterale handelssysteem zal zijn in contrast met dit Amerikaanse unilateralisme.

Interessant commentaar in het Volksdagblad van vandaag met de titel: ‘Energie concentreren op het goed regelen van de eigen zaken’. Heeft drie boodschappen:
1. Begrijpen van impact van Amerikaans misbruik van heffingen: het zal invloed hebben, maar de hemel stort niet in. China is een supergrote economie en heeft gediversifieerd al wat weg van de VS terwijl de VS nog voor veel producten van China afhankelijk is.
2. Rationeel het goede momentum van de Chinese economische ontwikkeling bekijken: de vorige pogingen om China eronder te krijgen in 2017 hebben het land ook alleen maar veerkrachtiger gemaakt. Als reactie op alle binnenlandse en buitenlandse uitdagingen zijn er veel moeilijke en belangrijke economische keuze’s genomen die zich nu beginnen uit te betalen.
3. China heeft het zelfvertrouwen en de middelen om met de Amerikaanse heffingen om te gaan na 8 jaar handelsoorlog. De Partij heeft al voorbereidingen getroffen voor fiscaal en monetair beleid.
Het eindigt met een vierde punt dat de boodschap van het hele stuk samenvat als: richt je onvermoeibaar op je eigen zaken, want door de binnenlandse economie op orde te krijgen kunnen we de schok van buitenaf beter weerstaan. De druk van de Amerikaanse maatregelen moet worden omgezet voor momentum in binnenlandse hervormingen.
