De Chinese Wouden, woensdag 4 oktober: EU-lijst kritische technologieën, schandalen pro-Chinese houdingen AfD en KMT
De Verenigde Staten zouden volgens Reuters China al hebben gewaarschuwd dat deze maand de beperkingen op halfgeleidertechnologieën worden bijgewerkt.
AfD
Schandaal in Duitsland rondom de extreemrechtse AfD. Lijsttrekker voor de Europese verkiezingen Maximilian Krah is voor het versterken van de Duitse economische banden met Rusland en China om zo sterker te staan tegen de Verenigde Staten. Uit onderzoek van t-online blijkt nu dat Krah een lobby hiervoor runde vanuit zijn kantoor in Brussel. Hierbij zou Peking betrokken zijn, en ook geld uit China zou een rol hebben gespeeld.
Als de beschuldigingen kloppen, is dit een voorbeeld van directe Chinese inmenging in Europese politiek. Tegelijkertijd is het ook een schoolvoorbeeld van hoe zulke inmenging vaak de vorm krijgt van het steunen en versterken van bestaande sympathieën.
EU
Ook in Brussel gaf de Europese Commissie een lijst van tien kritische technologieën vrij die risico’s zouden kunnen hebben voor onze Europese belangen. Dit is onderdeel van de de-risking-agenda van voorzitter Ursula von der Leyen.
Volgens de Financial Times wilde commissaris Thierry Breton eerst 17 technologieën onderzoeken uit een lijst van 50. Onder druk van o.a. sceptische lidstaten kijkt men nu eerst naar 4 technologieën uit een lijst van 10: KI, halfgeleiders, quantumtechnologie en biotechnologie.
Het is moeilijk om het ‘risico’ van een hele technologische categorie te onderzoeken. Dat helpt lidstaten die toch al sceptisch zijn over het hele de-risken. Grote Duitse bedrijven zien vooral risico’s voor hun winsten. Ondertussen wil een land als Frankrijk juist meer aandacht voor de economische uitdaging van Chinese elektrische auto’s. Het risico is nu dat we lang moeten gaan steggelen de definitie van ‘risico’.
KMT
Doodsbedreigingen aan een anti-overheidscommentator in het door de oppositie gehypte eieren-tekort-schandaal zouden door het slachtoffer zelf georganiseerd zijn met hulp van een KMT-medewerker. Aanklagers onderzoeken ondertussen beschuldigingen dat een KMT-parlementslid betrokken zou zijn bij het lekken van informatie over de bouw van de nieuwe onderzeeër aan China met als doel het project te dwarsbomen.
Verder kondigt voormalig KMT-president Ma Ying-jeou aan de festiviteiten van de nationale dag op 10 oktober te boycotten, omdat het gebruik van ‘Taiwan National Day’ in het Engels tegen de grondwet van zijn geliefde Republiek China zou zijn. Ma dwong hiermee KMT-presidentskandidaat Hou Yu-ih ook op te komen voor de ‘Republiek China’, wat hem niet helpt onder kiezers die weinig op hebben met ROC-orthodoxie.

Bij de onrust speelde ook de doodsbedreigingen aan pro-KMT commentator Lin die op sociale media de DPP fel bekritiseerde een belangrijke rol. Uiteindelijk voelde de landbouwminister zich gedwongen af te treden. Nu heeft de politie in het onderzoek naar de doodsbedreigingen een KMT-partijmedewerker gearresteerd. De verdachte zou in opdracht van het zogenaamde slachtoffer Lin hebben gehandeld om de bedreigingen te faken.
