De Chinese Wouden, donderdag 24 november: covid ontspoort in China, gewelddadige protesten bij leverancier Apple, ongelijkheid
De discussie over het nieuwe Duitse Chinabeleid en de Europese zorgen over Amerikaanse industriepolitiek gaan gewoon door, maar de meeste aandacht gaat uit naar het zo langzaam aan ontsporende covidbeleid in China. De intelligente lockdowns breiden zich steeds verder uit. Echt mis is het gegaan bij de iPhone-fabriek van Apple-leverancier Foxconn (Hon Hai Precision 鴻海) in Zhengzhou. Boze arbeiders zijn in gevecht geraakt met wat ordetroepen lijken. Veel is onduidelijk, wel dat dit abnormaal is in China, ook al zijn er doorgaans meer ‘massa-incidenten’ dan je denkt.
Het laat zien hou onhoudbaar Dynamic Zero Covid aan het worden is. De onrust neemt niet alleen toe in Zhengzhou. Maar de fabriek laat ook goed zien wat voor een systeem we hebben gebouwd. Apple is afhankelijk van de Chinese markt – niet alleen vanwege de substantiële verkoop, maar ook productie. Het heeft de assemblage uitbesteed aan bedrijven als het Taiwanese Foxconn. Zo kan het indirect profiteren van nationale en lokale subsidies, voorkeursbehandelingen en onderdrukking van arbeiders, zonder daar direct verantwoordelijkheid voor hoeven te dragen. De conservatieve Taiwanese zakenman Terry Gou 郭台銘 (Guō Táimíng) uit de minderheid van Vastelanders is rijk geworden met zijn Foxconn en heeft zijn fortuin aangewend om de KMT te financieren terwijl hij presidentiële ambities tentoonstelde in Taiwan.
Ondertussen legt het verhaal de schrijnende twee-standenmaatschappij bloot die in China ontstaan is. Arme mensen met plattelandsstatus in hun huishoudregistratie werken hard voor weinig geld in de fabrieken die China rijk maken, maar als ze in de problemen komen, ziet de lokale overheid ze slechts als lastige buitenstaanders. De dakloosheid na quarantaine in Guangzhou maakt duidelijk, dat ze niet kunnen rekenen op steun. De andere stand, de stedelijke middenklasse voelt zich bedreigd door de concurrentie van de plattelanders voor voorzieningen die nu al kraken mét uitsluiting. Lokale overheden hebben steeds minder te besteden, nu grote sommen naar pandemiebestrijding moeten terwijl belastinginkomsten teruglopen, om maar niet te spreken van de ingestorte landverkoop die soms de helft van de lokale inkomsten vormde. Ondertussen wordt de middenklasse verdrukt door stijgende werkloosheid, vastgoedprijzen die onder druk staan en enorme welvaartsongelijkheid, zoals recente cijfers over de rijkste Chinezen laten zien.
