Nog net een goedemorgen. We kunnen blijven genieten van de ontmoeting tussen Rutte en Xi. De Nederlandse premier is één van de verschillende leiders die een bezoek aan Peking in de planning heeft staan na de G20. Het belangrijkste vandaag is het artikel in Der Spiegel met een gelekte kladversie van de nieuwe Chinastrategie van Duitsland.
Ondertussen is men druk met bovenstaande zeldzame beelden van een vrij en zelfverzekerd sprekende Xi Jinping.

Vertrauliches Papier: Die geheime Chinastrategie der Bundesregierung – Der Spiegel heeft een kladversie van de nieuwe Duitse Chinastrategie: zorgen over mensenrechten, over toenadering tot Rusland, over Chinese bewapening; steun voor investeringsovereenkomst met Taiwan.
Geht es nach Außenministerin Baerbock, sollen die Menschenrechte stärker als bisher ins Zentrum des deutschen Verhältnisses zu China rücken. Die Menschenrechte seien »unteilbar, nicht relativierbar – weder kulturell noch religiös«, heißt es in dem Papier. Mit scharfen Worten wird darin Kritik an Peking geübt. So ist von »massiven Menschenrechtsverletzungen« in der Uigurenprovinz Xinjiang und in Tibet die Rede. Auch »die Lage in Hongkong« findet Erwähnung.
Überhaupt will das Auswärtige Amt, ähnlich wie bereits im Fall von Russland , Abhängigkeiten »zügig und mit für die deutsche Volkswirtschaft vertretbaren Kosten« verringern. Lieferketten sollen diversifiziert, kritische Rohstoffe in Lagern vorgehalten werden. In industriellen Schlüsselbereichen dürften Deutschland und die EU »nicht abhängig werden von technologischen Fortschritten in Drittstaaten, die unsere Werte nicht teilen«.
»China und Russland nähern sich immer stärker an.«
Wie auch die EU bezeichnet das Außenamt China als Partner, Wettbewerber und systemischen Rivalen – hält aber fest: »Die beiden letzteren Aspekte gewinnen jedoch zunehmend an Gewicht«.
Die Bundesregierung will die Beziehungen zu Taiwan vertiefen. Es widerspreche der sogenannten Ein-China-Politik nicht, wenn Taiwan in internationalen Organisationen mitwirke, heißt es. Zudem unterstützt das Auswärtige Amt die Forderung des Europäischen Parlaments, rasch eine Folgenabschätzung für ein bilaterales Investitionsabkommen mit Taiwan zu beginnen. »Ein solches Abkommen ist mit der Ein-China-Politik der EU vereinbar«, heißt es.
