De Chinese Wouden, woensdag 24 april: inval Commissie bij techbedrijf, Chinese spionnen in Europa
Het thema van de nieuwsbrief zou spionage zijn en toen kwam het bericht binnen dat de Europese Commissie met lokale toezichthouders invallen gedaan had in Nederland en Polen bij een Chinees bedrijf in de ‘security equipment sector’. Het zou gaan om Nuctech. De Chinese Kamer van Koophandel in de EU is al vast boos – we wachten op de reactie van Peking. En dan is er ook nog belangrijk nieuws over mogelijke Europese en Amerikaanse maatregelen tegen Chinese bedrijven/banken die aan Rusland leveren! ASML komt ook nog langs. Er is vandaag genoeg nieuws om een week aan nieuwsbrieven te vullen.
Vandaag was ik weer in de stemming voor veel commentaar tussen de berichten door, dus scroll vooral omlaag!
Na de berichten over mogelijke jarenlange Chinese digitale spionage bij Volkswagen komen er nu ineens een serie gevallen van ouderwetse spionage in het nieuws. In Duitsland zijn drie Duitsers aangehouden die voor het Chinese ministerie van staatsveiligheid (MSS) zouden werken. Hun doel zou zijn geweest om via samenwerking met het hoger onderwijs bepaalde technologieën te bemachtigen.
Dit is een andere zaak dan twee politieke gevallen. De genaturaliseerde Chinese assistant van een extreemrechtse Duitse europarlementariër zou ook voor de MSS werken. In het Verenigd Koninkrijk is er nu eindelijk vervolging ingesteld in de zaak van een eerder al gearresteerde Britse parlementaire assistent.
Verder is er nieuws over Filip Dewinter in België en heeft de Nederlandse AIVD haar jaarverslag gepubliceerd. Dit is een goede gelegenheid om de Chinese machinerie voor spionage en beïnvloeding even kort uit de doeken te doen.
Als dit een van mijn lessen voor de Academy van Clingendael zou zijn, zou ik nu openen met mijn praatje over het belang van ‘partij’ in de Chinese partijstaat. Het is sowieso belangrijk om te onthouden dat de Chinese staat slechts één van de uitvoeringsorganen is van de CCP. Veiligheidsorganen als de MSS zijn – net als het Volksbevrijdingsleger – ook meer partij-orgaan dan staats-orgaan. Kijk alleen maar naar de hamer en sikkel in hun emblemen.
Het Chinese ministerie van staatsveiligheid (Ministry of State Security, MSS 国安部 guó'ān bù) bestaat vanaf de jaren tachtig en is vooral belast met de veiligheid van het politieke systeem van de CCP. Contraspionage, politieke beïnvloeding en het verzamelen van inlichtingen zijn de taken.
Naast het klassieke spionagewerk heeft dit ministerie ook afdelingen (bureau’s) bedoeld om samen te werken met de industriële ministeries bij het verkrijgen van bepaalde technologieën. Een bijzondere bureau is het 11e Bureau, beter bekend als de denktank CICIR, the China Institutes of Contemporary International Relations. Dit is een onderdeel van de rol die MSS speelt in beïnvloeding van buitenlandse elites. Zo komt de theorie van de ‘peaceful development/rise’ van China uit de koker van de MSS.
Elke provincie heeft een afdeling van de MSS. Naast de lokale contraspionage is zo’n afdeling ook verantwoordelijk voor politieke inlichtingen in het werkgebied toegewezen aan de provincie. Zo werkt de Shanghainese afdeling van de MSS veel in het Westen, o.a. via de bedrijven, onderzoeksinstellingen en denktanks in internationale betrekkingen die in die stad gevestigd zijn. De Shanghai Academy of Social Sciences (SASS) heeft een reputatie.
Een ander belangrijk staatsorgaan is het ministerie van openbare veiligheid (Ministry of Public Security, MPS 公安部 gōng'ān bù). De MPS vervult vooral de rol van reguliere politie (en burgerlijke stand!). Maar het omvat ook de politieke politie (zhèngbǎo 政保, de vroegere guóbǎo 国保) die binnen China het systeem moet beschermen. Nu steeds meer Chinese staatsburgers in het buitenland wonen, zijn lokale afdelingen van de MPS ook steeds vaker actief in het buitenland.
Het hele veiligheidsapparaat wordt aangestuurd door de Central Political and Legal Affairs Commission (CPLAC) van de CCP op landelijk niveau en lokale equivalenten in elke jurisdictie. Dit is een partijorgaan waarin de partijleiding en vertegenwoordigers van MSS, MPS, enz. zitting in hebben.
Tenslotte is er nog het civiele systeem voor overzeese beïnvloeding. De Internationale Afdeling (ID) van de CCP wordt doorgaans omschreven als het ministerie van buitenlandse zaken van de partij. Onder Xi Jinping is dit orgaan in belang toegenomen. Van het bijhouden van relaties tussen partijen is de focus veel meer verschoven naar een actieve diplomatieke rol. De ID speelt een belangrijke rol in het beïnvloeden van elites, het verzamelen van inlichtingen over seniore politieke figuren, en het uitdragen van de voordelen van het Chinese politieke systeem. Denk aan briefings voor leiders in Afrika of het Global Civilisation Initiative.
Bekender is de Afdeling voor Verenigd Front-Werk (United Front Work Department, UFWD) van de CCP. Dit is het orgaan van de Partij voor de delen van de Chinese samenleving die buiten de partij vallen en voor buitenlanders. Het zijn de provinciale en gemeentelijke afdelingen van de UFWD die verantwoordelijk zijn voor bijvoorbeeld Chinese gemeenschapsorganisaties in Nederland. Het was een gemeentelijke afdeling van de UFWD die samen met de gemeentelijke afdeling van de MPS achter de ‘police service stations’ in Nederland zou zitten.
Samen met het Chinese ministerie van buitenlandse zaken speelt het UFWD een rol achter de Chinese People’s Association for Friendship with Foreign Countries (CPAFFC), die verantwoordelijk is voor zusterbanden tussen steden of banden met vriendschapsorganisaties als de VNC. Vaak gebruiken de spionnen van de MSS en PLA de activiteiten van het UFWD als dekmantel.
Je hebt namelijk ook nog de militaire diensten. Het Chinese Volksbevrijdingsleger (PLA) wordt bestuurt door de Centrale Militair Commissie (CMC) van de CCP. De CMC heeft een Afdeling voor Politiek Werk, verantwoordelijk voor de ‘politiek oorlogsvoering’. Dat bestaat onder andere uit politieke inlichtingen en beïnvloeding . Hieronder valt een militaire tegenhanger van de Internationale Afdeling die verantwoordlijk is voor de China Association for International Friendly Contact (CAIFC). De CAIFC is een organisatie die zich bezighoudt met vriendelijke politieke figuren, zoals bijvoorbeeld Filip Dewinter.
Daarnaast heeft de PLA ook een militaire inlichtingendienst, the Intelligence Bureau of the Joint Staff Department, de opvolger van de oude PLA2, die eigen operaties uitvoert. Net als MSS met CICIR heeft, heeft de IBJSD ook denktanks voor externe interacties. Omdat de Chinese hackers ook onder de cyberstrijdkrachten vallen, zijn veel Chinese hackaanvallen de verantwoordelijkheid van de PLA i.p.v. de civiele diensten. Ook is de PLA actief d.m.v. overzeese bedrijven.

De verongelijktheid voelt wat ironisch gezien de keren waarop Chinese autoriteiten zijn binnengevallen bij westerse bedrijven in China.
Het is wel belangrijk om mee te nemen dat het Chinese standpunt Europees optreden tegen Chinese staatssteun standaard als illegitiem beschouwt.
Een inval in de ochtend is natuurlijk wel een hard signaal, een teken dat wat Brussel betreft een nieuwe periode is aangebroken.

De verbolgenheid in de China-expertgemeenschap in het Verenigd Koninkrijk betreft niet alleen dat iemand uit hun midden o.a. kwetsbare personen (activisten, dissidenten) in gevaar heeft gebracht. Nu blijkt dat iemand die banen bezet hield en door negatief briefen het werk en de reputatie van China-kritische personen bezwaarde dat in opdracht van Peking zou hebben gedaan. Mensen die niet aan werk kwamen of niet gehoord werden of afgedaan als onwetende amateurs vragen zich nu af of dit door deze campagne kwam.

Het probleem is de structurele tegenwerking van defensie, lokale autoriteiten en de KMT. Dat er nog zoveel standbeelden te verwijderen zijn, laat juist zien dat het maar niet wil lukken.
