De Chinese Wouden, maandag 18 december: Chinese spionage raakt Europees extreemrechts
Gezamenlijk onderzoek van de Financial Times, Der Spiegel, en Le Monde heeft een politicus van Vlaams Belang ontmaskerd als medewerker van een Chinese geheim agent. Voormalig Belgisch senator en Vlaams parlementslid Frank Creyelman coördineerde via appverkeer met ene ‘Daniel Woo’ acties, die CCP-belangen moesten behartigen en critici het werk moesten belemmeren. Daarbij kwam discussie van betalingen en AfD-voorbeelden voorbij.
Creyelman kwam volgens de Belgische media eerder al in opspraak wegens dictatorvriendelijke activiteiten, maar is nu echt uit zijn nationalistische Vlaamse politieke partij gezet. Ondertussen worden er ook vragen gesteld over zijn broer, kamerlid Steven Creyelman, en over partijvoorman Filip Dewinter.
Het gaat om een grijs gebied – veel van zulke acties zijn ook (nog) niet echt strafbaar. In het geval van Creyelman bevatte het appverkeer een discussie van mogelijke betalingen in cryptocurrency. Maar samenwerking kan ook uit oprechte anti-Westerse overtuiging voortkomen – zo is het AfD voor samenwerking met Rusland en China omdat het Europa sterker zou maken tegen het verderfelijke Amerika. Ik ben zeker, dat er nog veel meer gevallen van dit soort lastig te definiëren en moeilijk af te bakenen operaties zijn.
Vooral conservatieve middelbare witte mannen aan de extremere linksere of rechtsere kanten van het politieke spectrum zijn nog altijd de meest succesvolle doelwitten van Chinese beïnvloedingsoperaties in het Westen. Het is niet voor niets dat Der Spiegel schrijft dat de Chinese Communistische Partij radicaal- en extreemrechts in Europa ziet als Einfallstor en vergelijkingen trekt met de doelwitten van de operaties van Poetins Rusland.
De Chinese partijstaat is ook actief in Nederland. Een interview in Follow the Money met een gevluchte lerares uit Xinjiang (Oost-Turkestan) bevat een scene waarin de vrouw aangifte wil doen bij de Haagse politie van onbekende mensen die haar huis fotograferen. Daarbij krijgt ze te horen dat het niet duidelijk is of het hier om strafbare feiten gaat. Grey zone op het trottoir van Den Haag.
Zoals ik laatst het terugkerend klasje vertelde op Clingendael: Chinees diasporabeleid is het uitbreiden van de partijstaat naar het buitenland. Niks voor niks leg ik mijn specialisatie soms uit als ‘Chinese binnenlandse politiek in het buitenland’. Hierbij hoort ook het informele en complexe netwerk van aansturende organisaties, stichtingen, bedrijven en personen die meer of mindere mate van formele verbintenis hebben met de verschillende niveau’s van de partij en/of de staat. Wie nu in opdracht van welke autoriteit die foto’s maakte is lastiger vast te stellen dan de intimiderende werking die er wel degelijk vanuit gaat.
Zorgwekkend is ook het rapport van het Australian Strategic Policy Institute (ASPI), beschreven in The New York Times. Met behulp van Kunstmatige Intelligentie (KI) gegenereerde filmpjes op YouTube die Chinese propaganda uitdragen zouden al 120 miljoen keer bekeken zijn. Ook een rapport van MERICS over de Chinese beïnvloeding van de Taiwanese verkiezingen legt uit dat de KI-versterkte operaties steeds minder amateuristisch worden. TikTok staat daar al vol met Chinese propaganda.

Woo operates from the Zhejiang branch of the MSS, according to intelligence officials from four western countries. Western intelligence has also tracked him operating in Poland and Romania.
In one exchange in 2021, Woo told Creyelman he had been tasked with “attacking Adrian Zenz”, a researcher who helped reveal how China detained hundreds of thousands of the mainly Muslim Uyghur minority in its far-western region of Xinjiang.
Woo also asked Creyelman to help disrupt a conference on Taiwan and the pair discussed paying an intermediary to influence a Catholic cardinal to warn against politicising Covid-19 as China came under pressure over the virus that emerged from Wuhan.

Peter Mattis, a former CIA counter-intelligence analyst, said it also illustrated a feature of Chinese intelligence — how the MSS gives autonomy to its regional branches. “This case shows that Beijing and the MSS provide direction, but intelligence officers and the sources work together on how to achieve their objectives,” said Mattis, head of the Jamestown Foundation think-tank.

The former CIA operative said the MSS also tended to take more risks in Europe because it viewed the consequences of being caught as being less severe than in America. One former senior western intelligence officer said Brussels was a particular focus because its security services did not have sufficient resources.

Volgens Der Spiegel zien de Chinese diensten extreemrechtse partijen als ‘deur’ naar invloed in Europa en hebben ze enkele leden succesvol geworven. In het appverkeer met de Vlaams Belang-politicus vindt het tijdschrift ook verwijzingen naar kamervragen van de AfD die vluchtelingen uit Hong Kong verdacht maken.
Herinnert men nog het eerdere bericht uit oktober van t-online over Europese lijstaanvoerder van de AfD Maximilian Krah en Chinees geld en Chinese beïnvloeding?
De AfD is nu de tweede partij in de Duitse peilingen.

Dit is niet alleen een mijlpaal vanwege het gebruik van Kunstmatige Intelligentie (KI), maar ook vanwege het bereik. Eerdere van dit soort operaties werden nog afgedaan als onbelangrijk vanwege amateurisme en onzichtbaarheid. 120 miljoen views is niet niks. Ook ‘originele’ korte videos met kunstmatige gegenereerde stemmen zijn al gemeengoed op het nog minder transparante TikTok, waarover ook continu verhalen over Chinese surveillance and censuur naar buiten komen.
