De Chinese Wouden, woensdag 8 november: ASML-debat komt op gang, VS en China seinen op groen
Vandaag heb ik een aparte sectie over ASML. Er zijn een aantal relevante stukken verschenen – ik herhaal ook een paar om het overzicht compleet te maken. Na maanden van speculatie en Amerikaanse druk gelden er in Nederland vanaf afgelopen september aangescherpte exportcontrolemaatregelen.
Zowel onder voor- als tegenstanders leeft het gevoel dat we er een beetje ingerommeld zijn.
VVD-lijststrekker Yeşilgöz vindt dat we vroeger hadden moeten handelen. Volt Nederland schreef juist eerder al dat we ons uitleveren aan de Amerikanen. In Het Financieele Dagblad horen we opnieuw het argument dat we op Europees niveau veel sterker zouden staan tegen Amerikaanse druk.
Een opiniestuk in het Nederlands Dagblad wijst er echter op, dat in het debat over wáár de beslissing plaats had moeten vinden we een beetje uit het oog zijn verloren waaróm beperkingen ook in ons belang kunnen zijn. Elders lezen we het argument, dat we onze veiligheid niet los kunnen zien van Amerikaanse troepen, die daarvoor andersoortige steun terug kunnen verwachten.
Een nieuw rapport van Rhodium komt tot de kern van het probleem, wanneer het erop wijst dat na de meest recente Amerikaanse aanscherping, we niet alleen te maken hebben met een poging van Washington om universele jurisdictie uit te oefenen, maar ook dat Den Haag wéér de druk voelt om nieuwe Amerikaanse maatregelen bij te houden.
Zo blijven we na de aankondigingen van afgelopen zomer alsnog achter de feiten aanlopen, zonder dat het gelukt is om geopolitieke munt te slaan uit onze technologische kracht. Ondertussen hebben we, volgens mij, nog altijd niet door welke psychologische omschakeling er gemaakt is in de Indo-Pacific zelf.
Nikkei Asia heeft een uitgebreid en gedetailleerd onderzoek naar de rol van Duitse, Japanse en Taiwanese precisie-machines bij het ontwerpen en produceren van Chinese nucleaire en ballistische wapens. Onderdeel van het artikel is een scenario van een bloedig conflict in de regio waarbij Peking die met Europese middelen gemaakte wapens in zou zetten tegen Europese bondgenoten en ‘like-minded partners’.
Het Nederlandse ASML is ook zo’n fabricant. Natuurlijk hebben Japan, Taiwan en de Verenigde Staten ook boter op hun hoofd wat betreft leveren aan de scenariovijand. Maar het is wel belangrijk, dat Europeanen zich bewust zijn van het feit dat voor die drie landen de beperkende maatregelen – die ook de eigen bedrijven treffen – niet slechts om economische redenen genomen worden.
Het is ook belangrijk, dat we ons bewust zijn van het feit dat regeringen in die regio de komende jaren minder en minder geduld zullen krijgen met ons gemerkel en gescholz bij het aanpakken van wat zij als directe bedreigingen voor hun nationale veiligheid zien. Dan helpt het wel vooraf een eigen standpunt in te nemen.

Zoals de DPP-regering echter stelt: als China probeert met cognitieve oorlogsvoering Taiwan te verzwakken, dan moet je ook op dat vlak terugvechten. Het helpt ook niet voor ons begrip als mensen (partijkleur-gebonden) Taiwanese steun voor zulke bezoeken ontkennen op basis van een peiling met sturende vragen voor de eigen politieke agenda.
