De Chinese Wouden, woensdag 8 maart: Qin Gang wil dansen met de wolven
Na de expliciete benoeming van omcirkeling van China door het Amerikaans-geleide Westen in de toespraak van Xi Jinping die gisteren aan bod kwam, hebben we vandaag de harde persconferentie van minister Qin Gang te bespreken. Hij zei klaar te zijn om te dansen met de wolven. Zijn antwoorden gaven aan dat na het tijdelijke charmeoffensief we nu nog ergere spanningen tegemoet gaan.
De manier waarop Qin praatte over de Russische invasie van Oekraïne en de bilaterale betrekkingen met de VS versterkt mijn oordeel dat de ‘politieke oplossing’ voor de ‘Oekraïne-crisis’ van een paar dagen terug een Russisch wereldbeeld uitdraagt. Terwijl Qin de banden met Rusland als voorbeeld voor de wereld aanhaalt, zegt hij dat een ‘onzichtbare hand’ de oorlog in Oekraïne in stand houdt. Hij linkt Washingtons Indo-Pacificbeleid aan een Aziatische versie NAVO en zegt dan dat men geen conflict Oekraïense stijl in de regio wil.
Toen een tijd terug voormalig onderminister Le Yucheng die vergelijking ook al maakte, gaf ik al aan hoe eng ik hem vind. Als Rusland uit legitieme veiligheidsbelangen handelt tegen de ‘Amerikaanse NAVO’ in Europa, wat zou een gemeen bedreigde grootmacht in Azië dan mogen doen tegen een ‘Amerikaanse NAVO in Azië’?
Qin is een voorbeeld van het nieuwswaardige feit dat men steeds hoger in de hiërarchie steeds openlijker praat over de relatie met het Westen, en dan vooral de VS, in termen van conflict. In een log politiek systeem als de Chinese partijstaat, dat per slogan aangestuurd wordt, gaat het consequenties hebben als Xi expliciet de VS en het door de VS geleide Westen aanwijst als tegenstander. Op alle niveau’s in China gaan we meer anti-Westerse en vooral anti-Amerikaanse acties krijgen.
De aangekondigde hervormingen van de Staatsraad vallen mee in vergelijking met de voorspellingen, hoewel de berichtgeving in SCMP ruimte overlaat voor meer. Veel gaat over toezichthouders, technologie en financieel beleid. Dat brengt mij tot een observatie gebaseerd op de vele schrijfsels van slimmere mensen die ik vandaag gescand heb: dat Peking geen fiscale stimulans of liberalisering aanneemt, betekent niet dat ze vooral met politiek en niet met economie bezig houden in het Nieuwe Tijdperk. Wij herkennen de economische maatregelen misschien gewoon niet als economische maatregelen. Maar wat er gebeurt, heeft wel degelijk effect op de partijstaatseconomie.

But if faced with jackals or wolves, Chinese diplomats would have no choice but to confront them head-on and protect our motherland.
We hope that Europe, with the painful Ukraine crisis in mind, will truly realize strategic autonomy and long-term peace and stability.
