Volgens de MIVD heeft een aan China verbonden actor een losstaand onderzoekssysteem van de Koninklijke Landmacht gehackt. De schade valt mee. Het veiligheidslek was een bekend probleem dat (toevallig?) in een losstaand systeem voor R&D zat. We weten ook dat Peking al lang heel hard aan het proberen is Nederlandse systemen te hacken.
Het grote nieuws is dat Nederland nu voor het eerst zo’n aanval publiekelijk toeschrijft aan China. Blijkbaar wil men de kans aangrijpen om een punt te maken.
De MIVD en AIVD hebben gezamenlijk een Cybersecurity Advisory uitgegeven via het Nationaal Cyber Security Centrum (NCSC). Ook is er een persbericht verschenen op de website van het Ministerie van Defensie. Daarin staat dat de MIVD anderen die getroffen zijn door dit virus oproept zich ook te melden bij het NCSC om „de Chinese spionagecampagne” tegen te gaan.
Deze specifieke toewijzing volgt op algemene geluiden in de openbare jaarverslagen van de diensten die april vorig jaar naar buiten kwamen. De AIVD sprak in het jaarverslag 2022 over „offensieve cyberprogramma’s” van landen „zoals Rusland en China.” In het MIVD Openbaar Jaarverslag 2022 staat:
Net als in 2021 heeft de MIVD opnieuw verschillende Chinese cyberoperaties onderkend die er op gericht zijn om politieke inlichtingen te verzamelen. Het aantal overheden en organisaties dat wordt getroffen is groot en lijkt gericht gekozen.
Ondertussen zijn er nog altijd grote problemen op de Chinese aandelenmarkt en ook in de economie. In het eerste geval wordt er nu hard ingegrepen: na instructies van de autoriteiten aan beurzen zouden die bij sommige fondsen gewoon de stekker eruit hebben getrokken, waardoor ze niet meer kunnen verkopen. Ook voor de problemen in de economie is er een verhaal van transitie.

Bovenstaande laat zien hoe moeilijk het is om met exportcontrolemaatregelen Chinese ontwikkelingen tegen te houden. Tegelijkertijd laat het ook zien, dat ze wel werken. SMIC moet het doen met de ASML-machines die ze al hadden, loopt nog steeds achter, en is stukken minder efficiënt. Zoals Chris Miller uitlegt in Chip War is het niet de vaardigheid om een bepaalde chip te maken, maar de vaardigheid om een financieel haalbaar ecosysteem op te tuigen dat efficiënt genoeg is om betaalbaar te produceren en genoeg winst te maken voor de vereiste investeringen in de continue vooruitgang.
