De Chinese Wouden, woensdag 5 maart: wereldhandelsoorlog overschaduwt Twee Zittingen
We kunnen de Twee Zittingen er eigenlijk niet bij hebben naast al het andere nieuws wat bezig is. Trump is de wereldhandelsoorlog nu echt begonnen. In de loop van de woensdag krijgen we het taaie werkrapport van Li Qiang om te verteren. Tegen die tijd weten we wat de Amerikaanse president heeft gezegd in zijn State of the Union.
Invoerheffingen op Canada, Mexico en China zijn al uitgevaardigd. Peking reageerde meteen. Bloomberg schrijft dat het nog ingehouden is, klaar om te onderhandelen richting een review die in april klaar moet zijn. Bovendien zei een Amerikaanse minister dat heffingen op Canada en Mexico deze week misschien al weer eventjes weg kunnen, of toch niet.
In reactie op deze chaos is de Chinese regering bloedserieus. Om de stemming in Peking te illustreren, dit is wat het Chinese ministerie van buitenlandse zaken zei: ‘If the U.S. has [an] other agenda in mind and if war is what the U.S. wants, be it a tariff war, a trade war or any other type of war, we’re ready to fight till the end.’
Oorlogstaal. Met de recente opmerking van het Chinese defensieministerie aan de DPP-regering in Taiwan „we komen jullie vroeg of laat halen” is het wel weer een treetje erbij. De Canadese premier Trudeau beschuldigde Trump er expliciet van te proberen de economie van Canada om zeep te willen helpen om het land rijp te maken voor annexatie. Taiwan kijkt met een schuin oog hoe Oekraïne ondertussen in de steek is gelaten in de vorm van een stop op Amerikaanse wapenuitvoer – ook van al beloofde en betaalde middelen. Conflict wordt in deze wereld steeds meer denkbaar.
De Twee Zittingen zijn begonnen. Ik ben al schuin door een Volksdagblad-commentaar over de opening van de raadgevende CPPCC gegaan, maar wacht nog met mijn echte analyse tot vrijdag. De geopolitieke boodschap dat China een rustig haven in woelige zeeën is, was wel duidelijk bij de persconferentie van de wetgevende NPC. Ambassade Xie Feng in de VS citeerde een gedicht van Mao Zedong met de strekking dat China onwrikbaar in woelige tijden vasthoudt.
Peking is de komende tijd vooral gericht op het bestrijden van het Amerikaanse kwaad (en binnenlandse uitdagingen) en is daarom vriendelijker tegen de EU. In maart 2021 schreef ik al in de Clingendael Spectator dat Europa haar voordeel hiermee kon doen – niet door weer blind voor ‘engagement’ te gaan, maar door de speelruimte te gebruiken om voor Peking controversiële problemen op te lossen.
Dat geldt nu dubbel en dwars: afhankelijkheden van de Verenigde Staten moeten niet vervangen worden nog grotere afhankelijkheden op China. Juist nu enkele fundamentele elementen van het Europese model rap gaan veranderen, moeten we Pekings afhankelijkheid van van een goede relatie met de EU ook niet onderschatten.

Commentaar op de voorpagina van het Volksdagblad ter gelegenheid van de opening van de CPPCC begint met benadrukken dat 2024 geen normale jaar was, maar vol risico’s en uitdagingen, druk van buiten en binnenlandse moeilijkheden. Maar dankzij het leiderschap van de Partij met Xi Jinping als kern is alles goed doorstaan en is er veel bereikt, o.a. op het gebied van nieuwe productieve krachten en Chinese modernisering.
Zoals het betaamt voor de bijeenkomst van die hoogste orgaan van de verenigd front-wereld, ligt er grote nadruk op het belang van eenheid en partijleiderschap.

Er is overeenstemming in Taiwan dat het nodig is om de salarissen te verhogen. De DPP zegt echter dat dit voorstel bedoeld lijkt om de strijdkrachten verder uit te hollen, nu de KMT deze zware financiële verplichtingen voorstelt temidden van defensiebezuinigingen die moeten volgen nadat de KMT en TPP grote happen hebben genomen uit de centrale begroting en links en rechts defensiebegrotingen hebben bevroren.
