De Chinese Wouden, woensdag 30 november: surveillance demonstranten breidt zich uit, Tweede Kamer bezig
De protesten in China zijn inmiddels weer wat afgezakt; de werkweek is begonnen. Maar inmiddels zien we ook de reactie van de Partij. Deze moeten we niet onderschatten. Zoals Bill Bishop gisteren schreef in
: de Partij „has repeatedly demonstrated that when it comes to ensuring political security there is no bottom line.” De hoogste commissie van de Partij voor ordehandhaving, de CPLAC, kwam maandag bijeen en waarschuwde voor vijandige krachten, volgens een vandaag vrijgegeven nieuwsbericht. Commentaar in het Volksdagblad roept op tot gezamenlijke steun voor het pandemiebeleid.In het onderstaande nieuwsoverzicht vinden we ondertussen de eerste acties van de ordediensten. Personen die via onduidelijk weg zijn geïdentificeerd, krijgen telefoontjes of huisbezoeken. Sommigen zijn gearresteerd. Politie controleert de inhoud van telefoons op straat of in de metro. Universiteiten sturen hun studenten eerder naar huis. Overal zijn de patrouilles opgevoerd en in Shanghai zijn zelfs hekken neergezet op bepaalde straten.
Bij de uitbreiding van de surveillancestaat in Xinjiang en Tibet wezen commentatoren er al op, dat dit als proeftuin kon dienen voor technieken die men ook elders in China toe kon passen. Onderdelen van surveillancestaat verspreidden zich al dankzij de pandemie. Nu lijkt het – als reactie op de protesten – weer een stapje verder te gaan, ook in de rijke kustprovincies. Europese bedrijven en onderwijsinstellingen zouden zich af moeten vragen welke rol zij hierin spelen, als ze samenwerken met Chinese techbedrijven en onderzoeksinstellingen.
Op de korte termijn zal de rust deels hersteld worden. Maar de draconische controlemaatregelen zorgen in Xinjiang ook onder de etnische meerderheid van Han-Chinezen al voor onvrede. Ook in de rest van China zal het vervangen van vrijwillige naleving door onderdrukking en brute macht de partijstaat harder maar brozer maken. Ondertussen riskeren de onvermijdelijke beschuldigingen van de partijstaat en vooral het onderliggende propaganda-apparaat aan ‘buitenlandse krachten’ de hervatte dialoog met de Verenigde Staten te beschadigen.
We zijn er echter nog niet vanaf. Los van de ontevredenheid die de crackdown kan achterlaten onder de stedelijke middenklasse, hebben we ook nog te maken met een biologische realiteit: de verspreiding van het virus SARS-CoV-2. Zeker nu lokale overheden steeds meer toezeggingen doen om mensen tevreden te stellen die steeds vaker toezeggingen némen, zal de verspreiding van de huidige besmettelijke varianten niet meer te voorkomen zijn. We moeten niet onderschatten wat voor een chaos China nog te wachten staat dankzij voortdurende verspreiding in samenspel met een om zich heen slaande overheid, lokale partijkaders die het allemaal niet meer kunnen volgen, gebrekkig gevaccineerde ouderen en een ontoereikend gezondheidssysteem.
