De Chinese Wouden, woensdag 30 augustus: Xinjiang, verkiezingen Taiwan
Helaas ben ik binnen een maand nogmaals geveld door een virus. Ik was daarom niet in staat de nieuwsbrief van maandag te versturen. Met vertraging open ik vandaag open ik met enkele beschouwingen over de Taiwanese verkiezingen. Scroll verder naar het nieuws als je daar niet op zit te wachten.
De verkiezingen in Taiwan zijn pas in januari, maar de campagne begint altijd vroeg. Dat betekent ook dat er nog heel veel kan gebeuren. Maar het lijkt steeds minder waarschijnlijk dat er een geloofwaardige presidentskandidaat tegenover die van de regerende DPP komt te staan.
Niet alleen de soms wat politieke TPOF (ik lees over banden met de mensen rond Lai) maar zelfs de meer betrouwbare My-Formosa peilt Lai Ching-te (groen) van de DPP nu boven de 40% terwijl de andere twee kandidaten Hou (blauw) en Ko (turquoise) rond de twintig blijven steken.
Ondertussen is er met de onafhankelijke zakenman Terry Gou een vierde mogelijke kandidaat bijgekomen. Zelfs de Nederlandstalige pers maakt er gewag van. Maar peilingen die hem al meenamen, maken duidelijk dat hij enkel de niet-DPP stem verder verdeelt. Als hij tenminste op tijd de benodigde 290.000 handtekeningen ophaalt.
De onrust en ruzie in het ‘pan-blauwe kamp’ contrasteert met de eenheid binnen het groene kamp van de DPP. Het is nu duidelijk dat Tsai Ing-wen inderdaad goed geslaagd is om duurzame eenheid te creëren binnen de DPP. Voor haar leiderschap werd de partij verscheurd door ruziemakende facties. Het voorlopige succes van Lai de partij achter zich te verenigen, laat zien dat dit beklijft.
Tegelijkertijd kunnen de wanhopige toestanden in de peilingen voor de KMT en TPP de oppositie ook richting drastische maatregelen leiden. Alleen lijken de ego’s en het oud zeer tussen de drie kandidaten te groot om één te bewegen de vicepresidentskandidaat van de ander te worden.
De KMT heeft ook nog slechte herinneringen aan 2016, toen ze de dramatische slechte kandidaat Hung Hsiu-chu – een uitgesproken Pekingvriendelijke Chinese nationalist – halverwege vervingen door Eric Chu, de huidige partijvoorzitter. Dat deed ook niks.
Het probleem voor de oppositie is, dat meer aandacht voor de kandidaten juist tegen hen heeft gewerkt. Lai heeft jarenlange ervaring op nationaal niveau terwijl Hou, Ko en Gou ontdekken dat gemeentepolitiek of zakenwereld toch andere koek is dan de veeleisende nationale politieke arena van Taiwan.
Veel Taiwanezen willen na acht jaar misschien wel wat anders dan de DPP. Maar de chaos bij de andere partijen doet de DPP gunstiger afsteken. Er was wantrouwen over mogelijk sterker Taiwanees nationalisme bij Lai Ching-te. Maar hij blijkt redelijk, belooft continuïteit en voert ook competent campagne.
Voor KMT-kandidaat Hou Yu-ih blijkt de nationale politiek een stuk lastiger dan de gemeentepolitiek. Nu moet hij meer zijn dan de burgervader van New Taipei. Maar achter de strategische stilte die hem eens zelfs voor de DPP aantrekkelijk maakte, blijkt niet veel te zitten. Ondertussen vechten facties binnen zijn KMT elkaar de tent uit.
Derde kandidaat Ko Wen-je wordt gehinderd door het feit dat zijn jonge partij TPP nog niet zoveel geld heeft en maar een kleine partijmachine heeft. Geld en organisatie zijn essentieel bij de dure en intensieve Taiwanese verkiezingen. Maar vooral hindert de populistische flapuit zichzelf met zijn gedrag en uitspraken. Hij trekt vooral mensen aan die een signaal af willen geven.
Onafhankelijke kandidaat Terry Gou is een bejaarde zakenman zonder politieke ervaring die rijk is geworden met de fabrieken van Foxconn (Hon Hai) in China, bekend van de anti-zelfmoordnetten. Los van het feit dat hij te conservatief is voor veel Taiwanezen, heeft hij geen antwoord op de zorgen over Peking die verder gaan dan oproepen tot ‘dialoog’. Bovendien maakt zijn zakenimperium in China hem ook gevoelig voor beschuldigingen dat hij Peking niet voor het hoofd kan stoten.
Ik durf steeds zekerder te voorspellen, dat de DPP het presidentschap zal behouden. De open vraag blijft, of de partij ook de meerderheid in het parlement vast kan houden. Als dat niet lukt, dan zal dat alsnog grote gevolgen hebben. Taiwan heeft geen gewoonte van regeringscoalities. Een uitelkaarvallende, steeds meer wappie KMT en een opportunistische onervaren TPP brengt de chaotische parlementaire deadlock tijdens de regering van eerste DPP-president Chen Shui-bian (2000–8) in de herinnering.

Een maand geleden keek politicoloog Nathan Batto op zijn enorm waardevolle peiling- en stemanalyseblog Frozen Garlic al wie Gou het meest zou raken met zijn kandidatuur. Conclusie: vooral Ko en dan Hou. M.a.w. dit is goed nieuws voor Lai, die sinds 1 augustus überhaupt al gestegen was in de peilingen.
Dat de KMT moet dreigen met disciplinaire maatregelen laat zien, dat het nog altijd moeite kost om de hele partij te mobiliseren achter kandidaat Hou. De KMT kampt zowel met lokale politici die voor Ko als die voor Gou mobiliseren.
