De Chinese Wouden, woensdag 29 november: overname Nowi goedgekeurd, COP28, beïnvloeding en spionage
Nederland keurt de overname van de Delftse chipfabrikant Nowi door Nexperia goed. Nexperia is een Nederlands bedrijf, afgesponnen van NXP, dat weer van Philips komt – zoals alles in de chipwereld blijkbaar, van ASML tot (deels) TSMC. Nexperia is eigendom van het Chinese Wingtech.
Die Chinese eigenaar leidde al tot het mislukken van een fabrieksovername in het Verenigd Koninkrijk, maar ook tot het retroactieve onderzoek naar de overname van de kleine IoT-chipfabrikant Nowi. Dat er geen dual-use is gevonden die overname in de weg staat, komt ook goed uit als je Peking even een wat coöperatiever signaal wilt geven na de ASML-maatregelen. Het commentaar in Het Financieele Dagblad is kritisch.
Morgen begint de Cop28-klimaattop in Dubai. Tussen China en het Westen is wie betaalt één van de belangrijkste discussiepunten. China ziet zichzelf nog als ontwikkelingsland dat recht op ontwikkeling en de bijbehorende uitstoot heeft, en heeft natuurlijk sympathie voor de gedachte dat het Westen een grotere historische schuld heeft. De Europese Unie treft ondertussen grote weerstand in China maar ook de VS en India tegen importheffingen die een gelijk speelveld moeten creëren voor producten uit landen waar ze niet zo streng als hier zijn.
Er is weer veel, veel nieuws over Chinese beïnvloeding en spionage. Na Thailand is er ook in Indonesië sprake van Chinese druk die de persvrijheid daar beknot. In het Verenigd Koninkrijk claimt een documentaire dat Chinese druk effect heeft gesorteerd in het hoger onderwijs. Financial Times bericht dat Deloitte en KPMG hun medewerkers opdragen om zelfs op reis naar Hong Kong burnertelefoons te gebruiken.
Uit Taiwan komen de inmiddels terugkerende berichten over Chinese rekrutering binnen de strijdkrachten en een assortiment aan pogingen om de verkiezingen te beïnvloeden. Als de berichten over de verregaande inmenging in de Canadese politieke juist zijn, dan verwacht ik dat het nog verder gaat in een Taiwan waar men de taal deelt en er sympathisanten zijn.

De Taiwanese Public Opinion Foundation (TPOF) wordt wel al enige tijd beschuldigd van politieke motieven vanwege en mogelijke familieband met de TPP en de politieke overtuigingen van enkele onderzoekers. Ze leverden ook het materiaal dat de mislukte poging motiveerde van Lai Ching-te om Tsai Ing-wen in 2020 al uit te dagen in een voorverkiezing. Veel van de andere peilers zijn echter nog erger. Het meest onafhankelijk is My-Formosa, maar die peiling wordt weer vertekend doordat ze enkel vaste telefoonlijnen bellen.
