De Chinese Wouden, woensdag 29 januari 初一: trend van de geschiedenis
Vandaag is de eerste dag van het nieuwe jaar van de slang, chū yī 初一. Nog ligt de focus op het samenzijn met de eigen familie, maar in de komende dagen nemen de bezoeken toe. Ik mocht gisteravond aanschuiven bij een ‘steamboat’ (hotpot). De stemming is feestelijk.
Veel van de wensen en dromen rondom Chinees nieuwjaar hangen samen met fortuin. Vooral zakenmensen maken zich druk om de rituelen en regels die welvaart moeten beloven in het nieuwe jaar. De periode is dan ook een moment om de schulden van het afgelopen jaar af te lossen en vooruit te kijken naar de economische kansen van het nieuwe jaar.
De presidenten van Taiwan en China gaven allebei een toespraak waarin ze terug- en vooruitkeken. De focus van President Lai lag vanzelfsprekend op de binnenlandse politieke chaos. Hij riep op tot eenheid. President Xi richtte zich op de internationale situatie, die volgens hem kansen en uitdagingen biedt.
Xi Jinping keek met zelfvertrouwen terug. De huidige geopolitieke realiteit moet hem sterken in zijn geloof dat het oosten opkomt, en het westen neergaat; dat China in orde is en het Westen in chaos (东升西降，中治西乱 dōng shēng, xī jiàng; zhōng zhì xī luàn). De acties van Trump en verwijdering tussen Europa en VS zijn niet het enige bewijs voor hem. Xi benadrukte ook de vooruitgang in de ontwikkeling van de ‘nieuwe productie krachten’.
Chinese techbedrijven laten opvallende vooruitgang zien. Chipmakers Huawei, CXMT en YMTC bouwen gestaag verder. De hele wereld schrijft over de doorbraak van de Chinese AI-ontwikkelaar DeepSeek. De Chinese consumptie blijft slecht, maar de industriële dominantie groeit nog altijd.
Het is nog maar de vraag hoe duurzaam de recente techdoorbraken blijken. Ook is niet altijd duidelijk waarop de goede resultaten gebaseerd zijn. Chinese innovatie maakt grote stappen. Tegelijkertijd zijn Microsoft en OpenAI bijvoorbeeld al een onderzoek begonnen naar de bronnen van het model van DeepSeek. ASML-machines en (gesmokkelde) Nvidia-chips blijven essentieel.
Bovenstaande vormt wel een belangrijk datapunt bij het wegen van de effectiviteit van de Westere beperkende maatregelen op de Chinese techindustrie. We moeten daarbij niet doordraven. Succes wil namelijk niet zeggen dat de maatregelen nutteloos zijn. Met meer chips en meer geavanceerdere technologie zouden ze misschien nog verder zijn geweest.
Het meest steekhoudende argument van de critici lijkt nu dat de maatregelen inderdaad de snelheid van Chinese ontkoppeling en binnenlandse innovatie hebben opgedreven. De grote vraag is of dit houdbaar blijkt of dat de Chinese techbedrijven nog ruimte hadden dankzij bestaande kennis en de overgang tijdens inwerkingtreding van beperkingen. Het antwoord zal blijken uit het feit of Chinese innovatie straks tegen de limieten aan gaat lopen of door blijft racen.
