Aangezien Qin zijn titel van Staatsraad (State Coucillor) heeft behouden – terwijl er wel precedent is van een NPC Standing Committee die deze titel afneemt – is de meest vriendelijke verklaring die je hoort dat de gezondheidsproblemen echt zijn. Alternatief is dat het onderzoek nog loopt. Daarvoor spreekt ook zijn vervangen: voorganger Wang Yi, momenteel Politburolid en hoogste verantwoordelijke binnen de Partij voor buitenlandbeleid. Als voorganger en baas van Qin kan Wang de baan makkelijk oppakken en ook net zo makkelijk weer neerleggen mocht Qin terugkeren.
Ondertussen is de eerste keer sinds 1998 dat de minister van buitenlandse zaken ook lid van het Politburo is, hoe tijdelijk deze situatie nu ook moge zijn.
