De Chinese Wouden, woensdag 24 januari: mensenrechtenraad, Jemen, tech war
In de Mensenrechtenraad van de Verenigde Naties in Genève was het dit jaar de beurt aan China voor de terugkerende Universal Periodic Review (UPR). Hierin beoordelen de landen elkaar op hun voortgang op het gebied van mensenrechten. Van te voren had Peking veel landen al spreekpunten gestuurd om China te prijzen. Ook zorgde het via de Chinese invloed over de VN-organisatie dat demonstranten en echt onafhankelijke ngo’s buiten de deur werden gehouden.
Een VN-rapport uit 2022 over Chinese mensenrechtenschendingen tegen de Oeigoeren heeft door succesvolle Chinese mobilisatie van medestanders geen grote consequenties gehad binnen het VN-systeem. Ook deze keer kan Peking pronken met de zelf uitgedeelde veren die het weer terugkrijgt van bevriende landen terwijl de woordvoerders ‘Westerse’ kritiek af doet als laster.
Moties die China terechtwijzen na zo’n UPR of een rapport worden structureel weggestemd. Daarop kan Peking claimen dat de Westerse landen slechts uit koloniale gewoonte nog hun minderheidsvisie aan de democratische mondiale meerderheid op willen dringen. Vervolgens heeft de Mensenrechtenraad dan legitimiteit verleent aan het Chinese mensenrechtenbeleid.
Een rapport van TNO Vector stelt dat Nederland te weinig investeert in onderzoek & ontwikkeling (R&D). Mijn kennis van de Nederlandse industrie is niet toereikend genoeg om een oordeel te vellen over onze bedrijven. Wel wil ik de kans grijpen om te wijzen op hoeveel Taiwan en vooral China investeren in R&D.
Mijn eerdere commentaren op de Chinese economie raakten onder andere aan overproductie in China. Dat moge zo zijn, maar dat betekent niet dat er geen oprechte innovatie achter schuilt. Het betekent alleen dat er meer geproduceerd wordt dan dat er vraag is. Los van de vraag wie het uiteindelijk allemaal moeten gaan betalen als de schulden geïnd worden, zoiets kan wel degelijk echte doorbraken opleveren.
Oneerlijke concurrentie is nog steeds concurrentie en is alleen concurrentie als het ook echt concurrerend is.
De Chinese industrie kan dingen die Europa niet meer kan en dingen die Europa nooit gekund heeft. Als je competitief wilt blijven, dan zul je – om in de lexicon van het wereldje van economische veiligheid te blijven – naast ‘protect’ (beschermen) ook aandacht moeten hebben voor ‘promote’ (bemoedigen?).

Het eerste punt in de Chinese bijdrage aan een bijeenkomst van de VN-veiligheidsraad over Oekraïne gaat over gezamenlijke veiligheid op basis van soevereiniteit, territoriale integriteit en ‘ondeelbare veiligheid’; en het gevaar (sic) van NAVO-uitbreiding daarvoor.
Het tweede gaat over de noodzaak van het zo snel mogelijk beginnen van onderhandelingen en dat wapenleveranties daar schadelijk voor zijn.

Felicitaties voor het Chinese mensenrechtenbeleid én felle – westerse – kritiek – NRC: „De Nederlandse vertegenwoordiger Paul Bekkers riep op tot persvrijheid, een verbod op discriminatie op basis van gender of seksuele oriëntatie en de afschaffing van het stelsel van kostscholen dat China in Tibet zou gebruiken om lokale talen te laten verdringen door het Mandarijn. Ook verwees hij naar een VN-rapport uit 2022 over de onderdrukking van de Oeigoeren in de westelijke Chinese provincie Xinjiang.”
Goed zo, dat rapport moet niet vergeten worden.
