Mijn commentaar staat vandaag tussen de artikelen, vooral bij Chinese beïnvloeding, Israël-Palestina en de Taiwanese verkiezingen. Er zijn rapporten over Chinese ‘consulaire vrijwilligers’ en studentenorganisaties. Er was een bijeenkomst in Peking en een BRICS-top waarop China kon laten zien hoe begaan de CCP is met de Palestijnen. En in Taipei lanceerde regeringspartij DPP de vertegenwoordiger in de VS Hsiao Bi-khim als vicepresidentskandidaat.

Naast vrijwilligers een rol geven in de gemeenschap op ‘police service stations’ in gastlanden, hebben Chinese ambassades volgens Safeguard Defenders ook netwerken van zogeheten ‘consulaire vrijwilligers’ met soortgelijke ambigue functies.

Het vervagen van de grens tussen Chinese gemeenschap en Chinese partijstaat is een bewust doel van het Verenigd Front. Dat maakt bovenstaande zaken ook zo gevaarlijk. We zagen al dat in het geval van de police service stations de bemanning van de overzeese aanwezigheden werden opgeblazen tot heuse politieagenten. Dat waren ze niet. Maar het waren ook niet enkel de onschuldige vrijwilligers die critici ervan maakten. Zulke mensen zijn de plekken van het controle-apparaat en de samenleving bij elkaar komen. Beter gezegd: het komt in zo’n ‘vrijwilliger’ samen.
Safeguard Defenders is verstandig als ze niet gelijk alle namen openbaar maken, net zoals we heel erg uit moeten kijken studenten in de CSSA’s met naam en toenaam aan de schandpaal te nagelen. Tegelijkertijd moeten de verantwoordelijke autoriteiten wel degelijk serieuze actie ondernemen. Wat ingrijpen lastig maakt, is dat het vaak gaat om organisaties en personen die vooral praktische functies uitvoeren en vooral de potentie hebben om ook aan onderdrukking bij te dragen of daarin in meer passieve vorm bijdragen door het niet doen van dingen of het niet uitnodigen van bepaalde mensen, of door informatie door te spelen.
De intimiderende werking die daar al van uit gaat moet je niet onderschatten, maar het maakt mensen wel anders dan expliciete geheime agenten.

Dat er een aparte bijeenkomst van de BRICS is om over Gaza te praten, zegt veel over de geopolitieke ambities die Peking moet hebben voor de club. Dat er geen gezamenlijke verklaring uit is gekomen, zegt veel over de effectiviteit van die club. Samen met het bezoek van de Arabisch-islamistische delegatie aan Peking dient het ook het diplomatieke doel om China neer te zetten in de niet-Westerse wereld als de redelijke grootmacht. China zou wel humanitaire oplossingen willen en aandacht voor het Palestijnse lijden, in tegenstelling tot de nare Amerikanen.
Of Peking ondertussen veel te bieden heeft bij concrete oplossingen of überhaupt een directe rol speelt in de onderhandelingen over, bijvoorbeeld, het vrijlaten van de Israëlische gijzelaars, het leveren van hulpgoederen aan de Palestijnen of het organiseren van humanitaire corridors, laat ik aan de lezer.

Xi zei in 2013 al dat het probleem niet van generatie op generatie doorgegeven kan worden. Hij heeft er echter nooit expliciet een tijdslijn aan verbonden. De veelgenoemde jaartallen 2027 en 2035 zijn de deadlines voor militaire moderniseringsprojecten. Xi heeft wel gezegd dat de Chinese Droom van de Grootse Herrijzenis van het Chinese Volk in 2049 bereikt moet zijn en los daarvan dat de ‘hereniging’ van Taiwan met China een voorwaarde is voor de Grootse Herrijzenis.

Het is niet altijd duidelijk of de anti-Indiërberichtgeving in de Pekingvriendelijke media komt vanwege Chinese manipulatie of simpelweg een bijproduct is van Chinees nationalisme. Racisme in Taiwan bestaat overigens ook zonder Chinese beïnvloeding.

De keuze van de DPP voor Hsiao verbindt de meer binnengerichte achterban van Lai met de wereldse aanspraken die Tsai Ing-wen succesvoller maakten dan haar partij. Hsiao Bi-khim is geboren in Japan met Taiwanese vader en Amerikaanse moeder, opgegroeid in het zuidelijke DPP-bolwerk en oude VOC-hoofdstad Tainan en opgeleid in de Verenigde Staten. Ze diende haar partij trouw in organisatorische rol en als onverwacht succesvolle kandidaat in het pro-KMT district Hualien. Toen ze in 2020 verloor, werd ze de ambassadeur van Tsai in Washington DC.
De persconferentie straalde rust en opgewektheid uit. De DPP is tevreden met de evenwichtige en competente campagne die schril afsteekt tegen de onrust in het oppositiekamp. Hsiao benadrukte dat ze door haar diplomatieke werk niet geraakt was door de binnenlandse politieke controverses van de afgelopen tijd, en waar kiezers zo genoeg van hebben. Lai stelde dat de hardwerkende en verantwoordelijke Hsiao pas na APEC terug wilde komen. Dat deed hem eerst vrezen dat de DPP de laatste zou zijn die met de volledige kandidatenlijst zou komen, maar kijk nu eens, de anderen weten nog niet eens zeker welke presidentskandidaat ze naar voren schuiven!
Campagneleider Yao maakte het expliciet door te wijzen naar wat het gedrag van Ko Wen-je de afgelopen dagen over zijn leiderschapskwaliteiten zegt.
De terugkerende boodschap was: ervaring, stabiliteit, toewijding.

De Chinese pogingen om te zeggen dat je met Lai Ching-te als winnaar wél bang moet zijn voor oorlog rond Taiwan zijn logisch vanuit propaganda-optiek, maar ik vind ze niet prettig.
