De Chinese Wouden, woensdag 22 februari: Global Security Initiative, Rusland
Een bericht in de Wall Street Journal over groeiende zorgen in Peking over de verzwakte positie van Rusland zou een verklaring kunnen zijn voor Amerikaanse beweringen over overwegingen in China om steun aan Moskou uit te breiden. Voor de CCP is Poetins Rusland een belangrijke medestander als het gaat om het herordenen van het internationale systeem. We moeten een mogelijk vredesvoorstel van Chinese kant dan misschien ook zien als een poging om verdere verzwakking van het autoritaire kamp in de wereld een halt toe te roepen.
Het lijkt erop dat de lancering van een inhoudelijk stuk over het eerder aangekondigde Global Security Initiative een onderdeel is van de Chinese plannen. Ook het door Rusland geliefde principe van ondeelbare veiligheid komt er in voor.
Nu het weer in het nieuws is, herhaal ik nogmaals dat een mogelijk staatsbezoek van Xi aan Rusland dit jaar past in het voorpandemische patroon waarin er elk oneven jaar een Chinees staatsbezoek naar Rusland ging en elk even jaar een Russisch staatsbezoek naar China. Het past binnen het patroon. Alleen staat er dit keer natuurlijk wel meer spanning op.

Ongekend is namelijk wel de intensiteit en langdurige campagne tegen de VS sinds de ballon, waartoe ook continue verspreiding van samenzweringstheorieën behoort.
