De Chinese Wouden, woensdag 21 mei: Veldkamp naar China, Xi in Henan
De Nederlandse minister van buitenlandse zaken Caspar Veldkamp bezoekt 21–2 mei China. Mijn database laat zien dat het gebruikelijk is voor een nieuwe Nederlandse buitenlandminister om ongeveer een jaar na aantreden eenmalig China te bezoeken. Wel krijgt Veldkamp slechts een ‘bezoekt China’ (访华 fǎng huá) i.p.v. een ‘bezoek’ (访问 fǎngwèn) of een ‘officieel bezoek’ (正式访问 zhèngshì fǎngwèn). Veldkamp zal genoeg te delen hebben met het oog op ASML, de handelsoorlog en de aanstaande NAVO-top.
Minister Wang Yi sprak met zijn bezoekende Deense collega en belde met zijn tegenhangers uit Duitsland en Polen. Het zijn interessante signalen om te zien hoe Peking in de wedstrijd zit. De uitspraken van voormalige ambassadeur Wang Hailong op een recent forum lijken de boodschap aan Europa het meest direct weer te geven: pas je aan.
Xi Jinping is op inspectietour in Henan. Het lijkt erop dat ook dit bezoek veel zegt. Het is de moeite waard om in te zoomen, om iets te zeggen over het mogelijke verdere verloop van de handelsoorlog. Ik grijp het aan voor een lesje pekingologie. Lees je mee?
Als eerste stap is het altijd belangrijk bij inspectietours om te kijken wie wat bezoekt. President Xi was in Luoyang, een antieke stad met enorme culturele betekenis als hoofdstad van meerdere Chinese keizerrijken. Xi Jinping bezocht belangrijk cultureel erfgoed: de Witte Paardtempel, eerste tempel van het Chinese boeddhisme, en de Longmen-grotten. De belangrijkste stop was een kogellager fabriek uit de tijd van Mao Zedong.
Welke boodschap geeft Xi hiermee? Industrie stond in de tijd van Mao in het teken van de harde strijd voor zelfvoorzienendheid in een wereld die de jonge Volksrepubliek vijandige gezind was. In Xi Jingpings nationalisme is het Chinese Boeddhisme een voorbeeld van aanpassing van buitenlandse ideeën aan de Chinese beschaving.
De tweede stap in onze analyse van de inspectietour is kijken welk landelijk figuur naast Xi stond. Het Xinhua-artikel noemt He Lifeng. Bij zijn inspectietoer van AI-industrie in Shanghai noemde Xinhua ook Cai Qi, die normaal meegaat. Ook is het de moeite waard te kijken naar de foto van Xi Jinping die vol zelfvertrouwen in hemdsmouwen door de kogellagerfabriek loopt, gevolgd door een massa arbeiders die applaudisseren terwijl ze opgewekt achter hem aan lopen.
De derde stap bestaat uit lezen wat Xi Jinping zei. Scroll naar ‘China binnenland’ voor een selectieve vertaling van mijn hand. De nadruk ligt op industriële en technologische onafhankelijkheid, de sinificatie en socialisme-atie van religie, en de zekerheid van hoogwaardige ontwikkeling als antwoord op de onzekerheid van „de complexe internationale omgeving”.
De laatste stap is speculeren over welk vervolg hieraan gegeven wordt. De boodschap van technologische zelfvoorziening in de fabriek uit de Mao-tijd doet mij denken aan de Chinese propaganda in de handelsoorlog met de VS over ‘langdurige oorlog’ (‘Protracted War’ 持久战 chíjiǔ zhàn) in de ‘internationale handelsstrijd’.
In Taiwan hield president Lai een toespraak n.a.v. zijn eerste jaar in functie. Opvallend genoeg ging hij China uit de weg in zijn tekst. Eerdere waarschuwden bronnen in Taipei dat Peking de gelegenheid aan zou kunnen grijpen voor militaire oefeningen. Het lijkt erop dat Lai geen smoes hiervoor wilde beide.
De populariteit van Lai is nu netto net een beetje negatief in de meeste peilingen, waarschijnlijk onder druk van binnenlandse politieke chaos en de handelsoorlog van Trump. Tegelijkertijd steken zijn waarderingscijfers nog positief af in vergelijking met zijn voorgangers op dit moment in hun ambtsperiodes. Het verdere succes van Lai zal afhangen van het slagen van de herroepingsverkiezingen.
