De Chinese Wouden, woensdag 20 september: Wang Yi in Moskou, EU-China, Frankrijk en Duitsland stellen grenzen
Na zijn lange gesprek met Blinken op Malta vloog de Chinese hoogste diplomaat en minister van buitenlandse zaken Wang Yi door naar Moskou. Daar had hij een goed gesprek met zijn Russische collega Lavrov. Beiden kunnen zich vinden in hun strijd tegen het ‘hegemonisme’ en ‘unilateralisme’ van een bepaald land.
Natuurlijk zou mee kunnen spelen, zoals Nikkei Asia schrijft, dat Peking wil laten zien dat het keuzes heeft voordat later dit jaar President Xi Jinping eindlijk zijn Amerikaanse tegenhanger Joe Biden ontmoet. Maar we kunnen niet ontkennen dat er een vorm van gedeelde visie is. Hoewel Rusland niet moet rekenen op gegarandeerde Chinese loyaliteit als Peking in ruil daarvoor ooit eens écht pijn moet lijden, maakt het bezoek weer eens duidelijk hoe beide landen dezelfde grondhouding hebben tegenover het internationale systeem.
Het voorstel voor het vernieuwen van ‘global governance’ die ik in een eerdere nieuwsbrief linkte bevatte niks voor niks de oproep tot een ‘duurzame’ Europese veiligheidsordening die de legitieme belangen van alle partijen respecteert – Rusland en China denken allebei in termen van recht op invloedssferen.
Er gebeurt weer veel te veel in de wereld. Ik hoop dat het met een paar extra categorieën wat overzichtelijker wordt. Een thema is dat Frankrijk en Duitsland grenzen stellen. Parijs is een belangrijke bron van druk op de Commissie om te zorgen dat het een onderzoek instelt naar Chinese staatssteun voor de elektrische-autoindustrie. In Duitsland gaan instellingen onverminderd door met het bespreken van de risico’s en uitdagingen van China, ondanks de onwilligheid in delen van de top.

Defensie en dialoog: de KMT positioneert zich tussen DPP en CCP als het redelijke en veilige alternatief.
Besef dat dit Engelstalige stuk en de reis voor welke gelegenheid hij geschreven is, bedoeld zijn om Amerikaanse twijfels over de KMT weg te nemen. Hou wil duidelijk laten zien aan zijn Amerikaanse gastheren dat hij de militaire gevaren voor Taiwan niet ontkent. Maar dit is wel een iets andere nadruk dan wat de partij doorgaans aanhoudt in het Chinees.
De KMT staat zich voor op het feit dat het wel een dialoog kan voeren met Peking, in tegenstelling tot de DPP. Dat komt, omdat het zich uitspreekt tegen Taiwanese onafhankelijkheid en voor een vorm van ‘één China’ die het vooral in campagnetijd liever niet al te precies definieert. Erkenning van de ROC als soevereine staat is voor Peking echter niet acceptabel. De Consensus van 1992 definiëren op basis van de grondwet van diezelfde ROC dus ook niet. De KMT is echter gewoon is om zich stil te houden over heikele punten tegenover Chinese tegenhangers.

The DPP attack on Ko Wen-je 柯文哲 (TPP) – Nathan Batto’s Frozen Garlic: ‘The DPP is attacking Ko in exactly the same way they successfully attacked Han Kuo-yu four years ago. And it makes sense. While these two politicians are very different people, they share a few critical similarities. And this is what the DPP is trying to undermine.’
Dezelfde achilleshiel: populisme. De DPP en KMT (m.u.v. Han Kuo-yu) staan voor bepaalde identiteiten en beleidshoudingen. Daar kun je voor blijven zijn, ook al ben je teleurgesteld in bepaalde individuen. Ko Wen-je [en Terry Gou!] – net als eerder Han Kuoyu – verkoopt zichzelf als een persoon die over die vervelende ideologie heenstapt en vanwege zijn intelligentie en feeling de juiste beslissingen neemt als ze zich aandienen. Dan is je persoon erg belangrijk en ben je erg gevoelig voor aanvallen die laten zien dat je niet zo volks en onfeilbaar bent.
