De Chinese Wouden, woensdag 11 oktober: Israël-Palestina, Tsai’s laatste Nationale Dag Taiwan, BRI, misstanden visserij
Er zijn berichten dat Chinese arbeiders gewond of gedood zouden zijn en dat een Chinese-Israëliër zich onder de gijzelaars van Hamas zou bevinden. China heeft de aanval van Hamas niet veroordeeld. Het blijft bij algemene oproepen aan alle partijen en een vaststelling dat de onderliggende oorzaak het vastgelopen vredesproject is. Peking stelt dat de oplossing bestaat uit de twee-staten-oplossing en het oprichten van een Palestijnse staat.
Op de korte termijn is volgens Peking het belangrijkste om tot een staakt-het-vuren te komen en burgers te beschermen. Stemmen buiten de officiële statements gaan verder, door de pijlen te richten op de Verenigde Staten en de escalatie die Washington DC in de hand zou werken door het verplaatsten van een carrier strike group naar de kust van Israël-Palestina. Verder is er veel antisemitisme op (niet-representatieve) sociale media. Een account van staatstelevisie CCTV publiceerde een Weibo-bericht dat stelt dat de 3% Joden in de Verenigde Staten 70% van de Amerikaanse rijkdom zou controleren.
De staatspers in China legt vooralsnog de nadruk op de grote aantallen Palestijnse slachtoffers en de enorme verwoesting in de Gazastrook veroorzaakt door Israëlische bombardementen. Er is nauwelijks tot geen specifieke aandacht voor de door Hamas bruut afgeslachte burgers of de details van die aanval. Een bericht van de Israëlische ambassade op Weibo over de ontvoerde Chinese-Israëliër Noa is gecensureerd.
Hierin volgt men de ‘neutraliteit’ die je ook ziet bij de berichtgeving van de Russische invasie van Oekraïne. Hoewel Pekings verklaringen omkomen in de oproepen aan ‘alle partijen’, beperkt de verslaggeving zich tot standplaatsen in en verklaringen van voornamelijk één kant van het conflict.
Nu de meeste Westerse landen zich duidelijk solidair met Israël tonen, zal de verleiding in Peking groot zijn om hieruit een slaatje te slaan door te profiteren van beschuldigingen van Westerse hypocrisie en Amerikaanse ophitserij. Ik verwacht niet dat China zich verder diep in het Midden-Oosterse wespennest wil steken met concrete acties.
Tsai Ing-wens laatste Nationale Dag
President Tsai Ing-wen sprak de festiviteiten toe op de laatste Nationale Dag van Taiwan onder haar regering met een toespraak gekenmerkt door beheerst zelfvertrouwen. Ze sprak over de hervormingen tijdens haar twee termijnen, de economische diversificatie en het belang van de status quo. ‘Democratie’ was het thema dat alles samenbond. Juist alle punten die ze opnoemde beschrijft de KMT als voorbeelden van de vermeende corruptie, incompetentie en oorlogszuchtigheid van haar partij DPP.
Ze riep op tot het ontwikkelen van een gezamenlijke basis voor interactie en een pad naar vreedzame coëxistentie met China op basis van Taiwans publieke consensus en wederzijds respect. Peking reageerde dat de ware ‘status quo’ is dat Taiwan onderdeel is van China. Zonder de voor de meeste Taiwanezen onacceptabele erkenning dat Taiwan onderdeel is van China zal er van dialoog niks terechtkomen.
Het militair vertoon was beperkt. De hoogtepunten waren vijf zelfgebouwde AIDC T-5 ‘Dappere Adelaars’ advanced jet trainers die overvlogen en een livestream tijdens het volkslied naar Landing Platform Dock (LPD) Yushan in de marinebasis van Kaohsiung. De toespraak benadrukte de zelfgebouwde onderzeeër, o.a. geïnspireerd door de Nederlandse Zwaardvis- en Walrusklassen.
Tsai liet door haar woordkeuze haar bekende gematigde kant zien. Ze wisselde het voor Taiwanezen belangrijke verhaal van de ‘ROC op Taiwan sinds 1949’ af met erkenning van de voor Chinese nationalisten op Taiwan belangrijke Tweede Taiwancrisis (8.23) van 1958. Het toenemende gebruik van ‘Taiwan’ i.p.v. ROC onder de Tsai-regering gaat nog altijd door, maar de aanwezigheid van alternatieven Republiek China (Taiwan)’ en ‘Republiek China’ zorgt voor enige inclusiviteit. Voor China gebruikte ze afwisselend ‘Andere Kust’, ‘autoriteiten in Peking’ en ‘China’. Dat laatste is steen des aanstoots voor zowel KMT als CCP.
In tegenstelling tot de TPP, boycotte de KMT de centrale viering voor het presidentieel paleis, boos over het gebruik van ‘Taiwan National Day’ in het Engels en de verkiezingscampagne indachtig. De grootste oppositiepartij benadrukt de 112e verjaardag van de Wuchang-opstand als bron van de democratie die Taiwan nu geniet. Dit ondanks het feit dat de ROC in China nooit echt democratisch was en Taiwan pas democratiseerde rond 1990, toen de KMT-dictatuur onhoudbaar werd. Bij de eigen vieringen van de KMT in Taipei en Taichung was ‘Taiwan’ een beetje een besmet woord. Mis vooral de lama niet.

De populist Han Kuo-yu riep zoveel weerstand op als KMT-presidentskandidaat in 2020, dat Tsai Ing-wen hem versloeg met het hoogste aantal stemmen ooit. Kort daarna werd hij per referendum ontslagen als burgemeester van Kaohsiung. Ondanks dat blijft hij nog altijd enorm populair onder de harde kern van het Blauwe Kamp van de KMT en de mensen rondom onafhankelijke kandidaat Terry Gou.

DPP-kandidaat Lai Ching-te is wel de grootste in de peilingen, maar heeft geen meerderheid. Ordentelijke samenwerking tussen KMT en TPP zou een grote bedreiging kunnen zijn. Een duidelijke oppositiekandidaat kan dienen als focus voor de DPP-moeheid in het electoraat.
Tegelijkertijd overlappen kiezers van TPP, KMT en de onafhankelijke Terry Gou elkaar niet volledig. Chinese nationalisten doen het nog goed onder de harde kern van KMT, Foxconn-oprichter Gou heeft geen politieke ervaring en veel zakelijke blootstelling aan China, terwijl TPP’s Ko Wen-je de burgemeestersverkiezingen van Taipei ooit won met steun van de DPP.
KMT-associatie zal sommige TPP-kiezers terug naar de DPP duwen en het conservatieve ROC-nationalisme van Terry Gou, Han Kuo-yu en Ma Ying-jeou is helemaal een minderheidszaak. Wrijving tussen grote egos van Ko Wen-je, de KMT en Terry Gou doet de gedisciplineerde DPP beter afsteken.
Met een pro-Taiwanese DPP aan de ene kant en een amalgamatie van TPP-KMT-Gou met een aanwezigheid van Pekingvriendelijke elementen aan de andere kant, zou een tweestrijd alsnog kunnen ontaarden in een tweestrijd over China. Dat hoeft niet in het nadeel van de DPP uit te pakken.
