De Chinese Wouden, vrijdag 9 december: Nederland komt met exportbeperkingen, covid los in China
Volgens bronnen van Bloomberg komt Den Haag nu ook snel met eigen exportbeperkingen voor de halfgeleiderindustrie. Amerikaanse druk is immens. De commerciële belangen zijn dat ook. Ondertussen wil Nederland natuurlijk niet afhankelijk lijken. Maar feit is, dat we niet zonder de VS kunnen. De beroemde machines van ASML zijn ook afhankelijk van Amerikaanse onderdelen.
Het onvermijdelijke Haagse inschikken gebeurt in eenzaamheid. Dat terwijl Brussel zelf ook hard bezig is met de halfgeleiderindustrie, o.a. via de CHIPS Act. Bovendien is handel een EU-competentie. Wanneer Nederland in Europees verband al eerder proactief werk had gemaakt van een exportregime, dan hadden we al iets klaar gehad toen de Amerikanen op de deur kwamen kloppen. Bovendien had ik dan niet het woord ‘inschikken’ opgeschreven bij maatregelen die we ook zelf zouden kunnen willen.
Nu: Bidens IRA en de invloed van de klimaatwetgeving op de Europese industrie. In een online panel over EU-China in 2022 van CSIS gisteravond stelde een Amerikaanse deelnemer over Europese zorgen dat het wetgevingsproces in Washington nu eenmaal een rommeltje is, maar dat dit over China gaat. Men moet iets doen. Met andere woorden: we kunnen meedoen of niet, de VS gaan door.
In een eedere nieuwsbrief benoemde ik in een inline commentaartje het ‘cakeism’ van Zuidoost-Azië. Net als de ASEAN-landen is ook Europa nog een beetje in de ontkenningsfase. Maar de kampen vormen zich. China beweeg in Afrika en het Midden-Oosten. De VS haalt de banden aan in de Indo-Pacific en Oost-Europa. Beiden zijn hard bezig met industriepolitiek. Ik stel niet voor dat we als oplossing automatisch in alles Washington gaan volgen. Wel is het handig om alvast een eigen positie op te bouwen, voordat anderen voor ons beslissen.

Zelf geloof ik dat de rappe omschakeling naar versoepeling een typisch 维稳 stabiliteitsbeheer-reactie was op de spanning die zich aan het opbouwen was. De protesten van studenten waren het tipje van de ijsberg van onrust in Ürümchi en vooral in woongemeenschappen. Vice President William Lai Ching-te 賴清德 (Lài Qīngdé) to run for DPP chairperson – Taipei Times
Lai daagde Tsai Ing-wen al uit voor de rol van DPP-kandidate in de presidentsverkiezingen van 2020. Toen stond ze ook eventjes zwak na de eveneens slecht verlopen lokale verkiezingen van 2018. Supporters van Lai klaagden over manipulatie van de primaries toen Tsai won. Ter verzoening bood ze de voormalige premier en burgemeester van Tainan de rol van vicepresident aan. Hij zal zich nu de logische presidentskandidaat voor 2024 voelen. In tegenstelling tot de technocratische en progressievere Tsai is Lai echter een DPP’er van de meer traditionele stempel. Het zal hem moeilijker vallen om enthousiasme te creëren, vooral onder de jongere kiezers. Ook Chen Chien-jen 陳建仁 (Chén Jiànrén) en Cheng Wen-tsan 鄭文燦 (Zhèng Wéncàn) – die volgens The Straits Times de favorieten van Tsai zijn – lijken nog niet gelijk zo’n mobiliserend vermogen te hebben, en Cheng is ook nog een van de DPP’ers die met plagiaat gepakt werden. De DPP is er nog niet.
