De grote bedrijvigheid rondom de G20 in India en de ASEAN-toppen in Indonesië zou ons in Europa weer eens duidelijk moeten maken, dat de focus van de internationale diplomatieke strijd zich nu echt in Azië/Asia-Pacific/Indo-Pacific bevindt. Het is daarom een mooi teken dat Nederland nu ook ‘development partner’ is geworden van ASEAN.

Nadat er eerder al beperkingen waren op de plekken waar in China de auto’s van Tesla mogen komen, berichten WSJ en Bloomberg nu dat de Chinese overheid het gebruik van Apple’s iPhone binnen overheden en staatsbedrijven aan banden gaat leggen. Nationale veiligheid!

De sensationele beweringen van Katsuji Nakazawa in Nikkei Asia over Xi Jinping eerder deze week zijn nergens anders bevestigd. Ik doe ze daarom voorlopig maar af als één van de vele kleurrijke geruchten die rondgaan.

Landen als de Filipijnen en Vietnam zoeken veiligheidsbijdragen van de Verenigde Staten die ASEAN niet kan leveren. Misschien is het soort zaken die de VS kan leveren minder geschikt voor zulke multilaterale fora, terwijl de zaken die China kan leveren juist beter via dat raamwerk gaan. Maar het gevolg daarvan is wel, dat je op termijn dus twee modaliteiten krijgt waarmee buitenlandse mogendheden met Zuidoost-Azië omgaan. Het hele doel van ASEAN was echter juist om te dienen als één centraal toegangspunt om te voorkomen dat de landen in de regio uit elkaar gespeeld konden worden.

Lokale politiek in Taiwan heeft ook nog de grootste restanten van de schmutzigkeit die de Taiwanese politiek lang geplaagd heeft. Een partij uit het niks opbouwen, duurt lang en is moeilijk. Maar als de KMT het CDA van Taiwan is, dan hebben de teleurgestelde leden van een onttakelende machtspartij waar Ko uit te kiezen heeft toch vaker een kwestieuze achtergrond dan de brave kandidaten van Omtzigt.

Taiwan’s KMT chair Eric Chu 朱立倫 rejects alliance with ‘anti-China’ parties – Taiwan News: ‘the opposition leader said the country should move away from the present, mostly presidential system.’
Tijdens de KMT-dictatuur was Taiwan constitutioneel gezien meer een parlementair systeem, net zoals de Chinese president officieel ook vooral ceremonieel is. Maar in de praktijk was de president dankzij zijn partijfuncties alsnog de machtigste figuur. In Taiwan werd het presidentschap versterkt tijdens de democratisering.
Er gingen al vaker stemmen op om het originele systeem te herstellen. Nu de DPP het presidentschap weer lijkt te gaan winnen, maar de parlementaire meerderheid nog onzeker is, is het in het belang van de KMT om het oude systeem weer te herstellen.
Disclaimer: Taiwan News is vaak onbetrouwbaar, maar voor dit soort write-ups is het nog wel goed genoeg bij gebrek aan Engelstalig alternatief.

Gezien de peiling die stelt van twee derde van de Taiwanezen de deals steunt, vind ik het knap van VOA alleen maar vox populi heeft kunnen vinden van tegenstanders. Ik herinner me het recente stuk van de Associated Press dat op basis van anekdotes stelde dat Taiwanezen zich geen zorgen maken over het risico op oorlog, terwijl daar ook de peilingen iets anders laten zien. Over dit soort onderwerpen is Taiwan leven beide kampen in totaal andere werelden, dus je krijgt van elke kant een andere werkelijkheden voorgeschoteld. Het is daarom de zaak altijd het grotere plaatje in je achterhoofd te houden.
