De Chinese Wouden, vrijdag 4 april: wereldhandelsoorlog, Strait Thunder-2025A, Zuidoost-Azië
Voordat we een lange nieuwsbrief induiken, praktisch nieuws: het Chinacentrum van het Instituut Clingendael breidt uit met een junior onderzoeker. Starters, zie de vacature! (Ik zoek zelf inderdaad ook nog een vaste baan in het vakgebied, maar ben helaas al niet zo jong meer, dus geef deze graag door.) Nu verder, hou je vast, want er is nogal wat nieuws vandaag.
De wereldhandelsoorlog is nu echt losgebarsten. Na de ‘phoney war’ van enkele weken kwam gisteren de grote blits van vernietiging. In de rozentuin van het Witte Huis kondigde President Trump onvoorstelbaar hoge invoerheffingen aan op bijna hele wereld, afgezien van landen als Rusland en Noord-Korea, maar inclusief niet-onafhankelijke eilandjes met enkel penguins als inwoners. Daarna vergat hij de decreten te ondertekenen en moest hij het podium weer op gedirigeerd worden. Toen begon het echt.
De percentages zijn niet gebaseerd op werkelijke ‘wederkerigheid’, maar geproduceerd met een vreemde berekening op basis van het handelstekort van elk land. Na een wereldwijd minimum van 10% kom je uit op absurd hoge percentages voor veel landen – Taiwan krijgt 32% voor de kiezen en de Europese Unie 20%. China krijgt nogmaals 34% erbij en komt nu uit op een totaal van bijna 70%. Ontkoppeling?
Dit is het einde van de vrije wereldhandel zoals we die kennen in het niet communistische deel van de wereld sinds 1945. Ieder land gaat hier door geraakt worden, al is het alleen maar indirect door de recessies die het stilvallen van veel fabrieken en de bijbehorende ontslagen gaan veroorzaken. Zelfs als het binnenkort weer teruggedraaid wordt, zal het lastig zijn om de VS nog te vertrouwen.
De Chinese economie had al te maken met uitdagingen en verschillende banken schatten dat deze aanval twee procentpunt aan groei gaat kosten. Peking kondigt tegenmaatregelen aan. In een commentaar hield staatspersbureau Xinhua de in China populaire mythe aan, dat de VS eind vorige eeuw een opkomend Japan eronder zou hebben gekregen met de zogeheten Plaza-akkoorden. Boodschap: toegeven aan economische pestkop Washington heeft geen zin, je moet je verzetten.
Europa zal ook de impact voelen. Commissievoorzitter Von der Leyen kwam met haar reactie om 5 uur ’s ochtends. De EU gaat tegenmaatregelen nemen. Macron komt met nog hardere voorstellen. Hoe groot de economische schok echter ook wordt, politiek waren de transatlantische banden al geschaad door Oekraïne. Ook China was zich al jaren aan het voorbereiden op ontkoppeling van de VS. Waar de heffingen echt een grote verschuiving gaan veroorzaken, is Zuidoost-Azië.
De belangrijkste uitkomst van deze heffingstsunami is namelijk dat Zuidoost-Azië geslachtofferd wordt. Eerdere geluiden uit Singapore en omgeving spraken graag over de ‘naïeve’ Europeanen met hun ‘emotionele’ reacties op altijd al op eigenbelang gerichte VS. Nu blijkt dat de verschuiving van fabrieken van China naar de regio niet helpt. Enkele van de hoogste Trump-heffingen vallen in Zuidoost-Azië.
In een land als Vietnam (46%) zijn voor miljarden aan fabrieken opgezet terwijl Hanoi politieke toenadering zocht tot Washington om zich af te kunnen zetten tegen Peking. Maleisië (24%) zit ook met nieuwe fabrieken, Thailand en Indonesië hebben industriële ambities. Waar moet dat nu heen? Dit komt bovenop het wegvallen van USAID-gelden en andere Amerikaanse steun voor bijvoorbeeld het opruimen van Amerikaanse munitie of agent orange. Waar kun je met je noden dan heen buiten China? Kan de Europese Unie een alternatief bieden?
Taiwan krijgt ook 32% voor de kiezen en hoort een herhaling van geluiden dat de VS de geavanceerde chipproductie ‘terug’ wil. De oppositie zal wel zeggen: zie je wel, ondanks het ‘weggeven’ van TSMC en het openen van de grenzen voor Amerikaanse landbouwproducten door de DPP wordt Taiwan toch onder de bus gegooid. De DPP-regering kondigt steun voor getroffen bedrijven aan. Dat kan niet voorkomen dat Trump helpt de argumenten van de KMT en Peking over de onbetrouwbaarheid van Washington geloofwaardiger te maken.
Er schuift nogal wat. Laat vooral een reactie achter als ik iets over het hoofd heb gezien!
Je zou het haast vergeten, maar er was ook nog Taiwan-China. De oefening rond Taiwan heeft nu naam en er is woensdag echt geschoten. Na de onaangekondigde, naamloze oefeningen van dinsdag kwam persbureau Xinhua woensdag met twee aankondigingen. Strait Thunder-2025A werd afgekondigd voor wateren in het midden en zuiden van de Straat van Taiwan. Tegelijkertijd werden er schietoefeningen gehouden aangekondigd in de Oost-Chinese Zee die aanvallen op belangrijke havens en energiefaciliteiten simuleerden.
Nu alles voorbij is, kan ik mijn observaties samenvatten. Ik wil vier punten maken:
De ‘escalerende normalisering’ waar ik woensdag al over sprak: geen voorafkondiging, weinig initiële details en pas een naam voor de tweede dag. Het creëren van een spektakel zelf is minder belangrijk. Ondertussen moeten we niet negeren dat de oefeningen zich meer en meer richten op het blokkeren van de zeelanen rond drukbevaren Taiwan én de Chinese Kustwacht tegelijkertijd oefent op het onderscheppen en arresteren van schepen – essentiële elementen bij een blokkade.
De inmenging in de Taiwanese politiek: de langer bestaande zorgen over parallellisering van KMT- en CCP-standpunten krijgen zuurstof wanneer een KMT-delegatie in China met CCP-functionarissen treft tijdens deze militaire oefeningen en de Chinese propaganda niet alleen de partijkleuren van DPP en KMT gebruikt, maar specifieke klachten van de oppositiepartijen aanhaalt.
De persoonlijke aanvallen op President Lai-Ching-te: meer dan voorganger Tsai Ing-wen is hij de boeman. Naast de cartoon van hem las parasiet valt op hoe vaak officieel commentaar hem persoonlijk aanvalt als oorlogzuchtige rotzooischopper. Taalgebruik is persoonlijker. Peking erkent de Taiwanese regering niet, dus sprak onder President Tsai Ing-wen over ‘de DPP-autoriteiten’ (Mínjìndǎng dāngjú 民进党当局). Nu gaat het over ‘de Lai Ching-te-autoriteiten’ (Lài Qīngdé dāngjú 赖清德当局).
De Chinese dreiging leeft meer politiek in Taiwan. Voorheen was de dooddoener bij acties van Peking altijd dat de Taiwanezen ongestoord doorleefden. Er is geen paniek op de straten van Taipei, maar de dreiging is wel veel meer een issue geworden. Lai steeg in de peilingen nadat hij maatregelen had aangekondigd, maar tegelijkertijd is er ook controverse over de uitzetten van Chinese influencers en maken meer mensen zich zorgen over oorlog.
Het Singaporese ISEAS-Yusof Ishak Institute kwam met de jaarlijkse State of Southeast Asia Survey, een peiling onder elites in Zuidoost-Azië. Vorig jaar was het effect van Israels destructie in Gaza duidelijk: een kleine meerderheid zou bij een gedwongen keuze tussen China en de VS voor de eerste gaan. Nu zijn de traditionele verhoudingen weer hersteld: de VS wint met 52% vs 47% voor China.
Zorgen over Pekings acties zijn dominant onder beleidsmakers en onderzoekers in Zuidoost-Azië: de meerderheid ziet Zuid-Chinese Zee als grootste dreiging. Veranderingen zijn wel te verwachten: nog altijd ziet een dikke zestig procent Chinese invloed als negatief, maar dat is minder dan de tweederde van vorig jaar. De peiling werd afgenomen in januari en februari, dus welke invloed Trump echt heeft gaan we nog zien. Ik voorspel een krater.
