De Chinese Wouden, vrijdag 30 juni: ASML, Europese top, wet buitenlandse betrekkingen
Persbureau Reuters komt met een scoop over hoe deze zomer de exportbeperkingen op machines voor halfgeleiderfabricatie uitgerold gaan worden. Vandaag zou Nederland de eigen maatregelen aankondigen, die dan in september in werking treden. Verder zouden de Verenigde Staten met nog meer licentievereisten komen voor export naar China als het gaat om Amerikaanse technologie. Aangezien bedrijven als ASML voor belangrijke onderdelen afhankelijk zijn van technologie uit de VS, zal dit leiden tot nog verdere inperking van exportmogelijkheden naar China toe.
Ook vandaag: een belangrijke EU-top in Brussel voor ons gezamenlijke Europese Chinabeleid. Axel Springers POLITICO claimt dat onder druk van West-Europese landen de woordkeuze al is bijgesteld om China niet (te) boos te maken. Een anonieme EU-functionaris claimt dat Brussel een speelveld is geworden in plaats van een eigen speler. Ook media met een minder sterke eigen agenda en spin-gewoonte lijkt te berichten dat de wens om eenheid uit te stralen contrasteert met bestaande tweespalt tussen de twee kampen die POLITICO identificeert met Von der Leyen en Michel.
Het staand comité van het Nationaal Volkscongres, de Chinese wetgever, heeft een nieuwe wet buitenlandse betrekkingen aangenomen. Het is een oefening codificatie en samenvoeging die je kunt zien als onderdeel van de beweging van Xi Jinping richting wat experts ‘rule by law’ (en dus geen ‘rule of law’) noemen. Tegelijkertijd is het ook een goede reflectie van de aanpak van Xi op een andere manier. Hij legt de ideologische onderbouwen en de dominante rol van de Partij vast, net als gereedschap als sancties tegen Westerse ‘hegemonie’.
Meer slecht economisch nieuws uit China zou groter in het Nederlandse nieuws moeten zijn.
Volgende week vlieg ik woensdagavond voor drie weken naar Singapore. De nieuwsbrief zal misschien enige invloed daarvan ondervinden.

Veel van deze groepen zijn zelf (relatief) onschuldig en houden zich met niks illegaals bezig. Ze dienen ruwweg twee doelen buiten de gebruikelijke soft power-praktijken: dienen als front en dekmantel voor gevaarlijker werk, en om een sociale context te creëren in Chinese gemeenschappen waarin afwijking van de norm de Peking stelt sociaal wordt gestraft zonder dat de partijstaat daar zelf voor in hoeft te grijpen.
