De Chinese Wouden, vrijdag 28: Xi belt Zelensky, spionnenjacht komt op gang
Xi Jinping heeft nu eindelijk gebeld met de Oekraïense president Volodymyr Zelensky. Hij belooft de Chinese speciale gezant voor Eurazië naar Kyiv te sturen. Hoewel het mooi gelegen komt na de onrust over de uitspraken van ambassadeur Lu Shaye in Parijs, lijkt het mij niet logisch dat het gesprek zo kort van te voren geregeld is. Het is niet slechts een reactie daarop. Daarvoor is zoiets veel te complex voor Peking en bovendien verscheen al eerder in de pers dat het er aan zat te komen. Wel zou de groeiende onrust in Europa over China’s standpunt reden kunnen zijn geweest om het te versnellen.
Het is lastig om nu al een oordeel te vellen. Als je mijn eerdere opinies terugleest, dan zie je wel dat ik sceptisch ben over de Chinese intenties. Het Chinese eigenbelang gaat altijd voor. Daarbij is de hoofdstrijd die Peking momenteel voert om de internationale orde, waarin de Verenigde Staten het belangrijkst zijn. Europa is vooral een kracht die Xi zich niet kan veroorloven helemaal te verliezen.
Een tijd terug merkte ik op, dat Macrons pogingen China te laten meebemiddelen ook Peking invloed geeft op de regionale ordening van Europa. Financial Times ziet het telefoongesprek ook als manier voor Xi om te zorgen dat hij een vinger in de pap heeft bij een eindoplossing voor de oorlog. Krijgen we voor die prijs genoeg terug?
Wat ook opviel aan de Chinese read-out van het gesprek, was de aandacht die werd gegeven aan Taiwan. Één van de eerste dingen die Xi noemt, is dat wederzijds respect voor soevereiniteit en territoriale integriteit de politieke basis is van de relatie. Dit was ook punt #1 van het niet-vredesvoorstel dat China lanceerde, omdat het de stok is waarmee ze het Westen slaan over hun vermeende ‘hypocrisie’ m.b.t. Taiwan als ze klagen over de Russische verbreken. Ook citeert het Zelensky’s herhaling van het Oekraïense één-Chinabeleid.
In Europa hebben we natuurlijk vooral oog voor Oekraïne. Maar het is belangrijk om ook de aandacht te richten op wat lijkt op een groeiende nationale veiligheidscampagne in China. Nadat eerder het Amerikaanse bedrijf Mintz binnen was gevallen, blijkt nu dat het kantoor van consultancy Bain in Shanghai ook door de politie is binnengevallen. Apparatuur is meegenomen, maar deze keer werd niemand gearresteerd.
Dat komt bovenop de aanklachten voor staatsveiligheidmisdaden tegen de Taiwanezen Li Yanhe (Fuca) en Yang Chih-yuan; de arrestatie van een Japanse medewerker van Astellas Pharma; de aanklacht wegens het treffen met academici en diplomaten tegen redacteur Dong Yuyu die een tijd terug al (tegelijkertijd met de Japanese diplomaat met wie hij sprak!) gearresteerd werd; de toespraak van spionnenbaas Chen Yixin dat in hoofdslagveld Peking de strijd harder gevoerd moet worden en een nieuwe anti-spionagewet.
De activiteiten tegen Mintz, Bain en eventueel Micron zouden ook als Chinese vergelding gezien kunnen worden tegen Amerikaanse maatregelen. Maar toch. Het lijkt dat er een campagne bezig is. Kijk uit.
