De Chinese Wouden, vrijdag 20 oktober: Belt and Road Forum, Poetin, Israël-Palestina
China bekent steeds meer kleur. In de VN-veiligheidsraad sprak Chinese ambassadeur Zhang Jun over de ‘luchtaanval’ op het ziekenhuis in Gaza waarbij ‘honderden’ zouden zijn omgekomen, hoewel beide beschrijving inmiddels niet lijken te kloppen. De verdere enorme verwoesting in de Gazastrook door Israëlische bombardementen is wel onomstotelijk, net als het veto van de Verenigde Staten voor de resolutie van Brazilië die al het geweld tegen burgers veroordeelde en opriep tot humanitaire hulp.
Daar maakt Peking dankbaar gebruik van. De pers en sociale media zijn pro-Palestijns ‘neutraal’, zoals ik in de eerste nieuwsbrief over dit onderwerp al uitlegde. De Verenigde Staten zijn doelwit.
Xi Jinping zelf heeft ook gesproken, wat essentieel is in het Chinese systeem. Hij roept op tot een staakt-het-vuren en de kern van het probleem op te lossen door een Palestijnse Staat te verwerkelijken.
Bovenstaande is allemaal in lijn met bestaand Chinees buitenlandbeleid. De kampvorming volgt de geopolitieke trend. Belangrijker nieuws op zich is de toespraak van Xi Jinping bij het derde Belt and Road Forum. Het moge duidelijk zijn dat in minder overmoedige vorm het een programma voor de lange duur is.
De aanzet voor mondiale regulering van kunstmatige intelligentie (KI) – kort voor de top over KI-veiligheid in het Verenigd Koninkrijk – laat zien dat China het initiatief op dit gebied wil nemen. Net zoals Peking probeert om internetbestuur zoveel mogelijk onder te brengen bij VN-agentschappen, zo lijkt China ook bij KI te hopen via die route meer invloed uit te kunnen oefenen en dankzij de vele bondgenoten binnen de VN westerse landen de pas af te kunnen snijden.
De inlichtingenbazen van de spionagealliantie Five Eyes hadden juist een top belegd in Silicon Valley om te waarschuwen voor wat zij zien als de gevaren van China op digitaal gebied.

Ik noem beide stukken als negatieve voorbeelden van hoe China-verblinde-experts in de Verenigde Staten moeite hebben om Taiwan zelf te begrijpen.
Mastro stelt een beleid voor waarin steun voor Taiwans consoliderende positie als praktisch onafhankelijk land wordt afgebouwd en men China duidelijk maakt dat de Verenigde Staten ‘vreedzame hereniging’ niet in de weg staat. Cohen en Chen stellen voor om lessen te trekken van het pro-integratie-beleid van de regering Ma Ying-jeou (KMT). In beide gevallen gaat het om beleid dat simpelweg tegen de realiteit in de Taiwanese samenleving in gaat. Een grote meerderheid vindt dat Taiwan al onafhankelijk is en Ma’s beleid was zo onacceptabel leidde tot een enorme backlash. De Verenigde Staten moet niet zo arrogant zijn te denken dat enige toezeggingen China af kunnen houden van Taiwan. We zagen bij Oekraïne wat er gebeurde, toen men beleid plande op basis van hoop dat die vervelende koppige Oekraïners concessies zouden doen aan Rusland i.p.v. vast te houden aan hun ongemakkelijke aandrang op onafhankelijkheid.
