De Chinese Wouden, vrijdag 20 januari: exportrestricties, covid op platteland, ontslag kabinet Taiwan
Op mijn sociale media en in WhatsApp-groepen zie ik hoe mijn Singaporese vrienden zich opmaken voor het aanstaande Chinese nieuwjaar. In China en Taiwan is dat net zo. Het nieuws zal volgende week wat langzamer gaan.
Het grootste nieuws voor de meeste lezers zal het bericht van Bloomberg zijn over nakende Japanese en Nederlandse maatregelen in lijn met Amerikaanse wensen. Ook is er goede zij het deprimerende berichtgeving over de manier waarop covid thuishoudt op het Chinese platteland.
Vandaag wilde de pen iets makkelijker schrijven over Taiwan. Maar er is ook meer nieuws, nu het Chinese partijstaatsapparaat al in nieuwjaarsrust komt. Premier Su vertrekt, de DPP heeft een nieuwe partijvoorzitter: we gaan de ruwe lijnen zien van hoe Taiwan er uit zou zien als ze de verkiezingen weer winnen in januari 2024. Dat zal een tikkeltje onafhankelijker en Taiwaneser zijn dan het nu al is, vermoed ik. Ook nieuw openbaar: de Amerikaanse National Guard train Taiwanese soldaten sinds lente 2022.
Met het aanbieden van zijn ontslag, luidt vertrekkend Taiwanees minister-president Su Tseng-chang het einde van een era in. Het nieuwe kabinet wordt na Chinees nieuwjaar verwacht. De energieke en uitgesproken Su begon als advocaat en werd activist onder de dictatuur als verdediger van de doelwitten van het Kaohsiung-incident van 1979. Hij is een van de oprichters van de toen nog illegale DPP. Vier jaar geleden nam hij het premierschap over van een teleurstellende William Lai Ching-te, na de voor de DPP eveneens slecht verlopen lokale verkiezingen. Hij bracht energie terug in het prille presidentschap van Tsai Ing-wen. Nu volgt oude rot Su het gebruik en stap eveneens op na verlies afgelopen november.
Er was al eerder sprake van zijn vertrek en nu kan nieuwe partijvoorzitter Lai meebeslissen bij het nieuwe kabinet. Maar het is een eervol vetrek van een praktische harde werker die dingen gedaan krijgt binnen de soms stroperige en gespleten partij en bureaucratie – een volkse, charismatische tegenhanger die de perfecte aanvulling vormde op voormalig hoogleraar Tsai Ing-wen. Ik moet nog altijd denken aan hoe hij de aarzelende DPP-fractie door de openstelling van het huwelijk voor paren van gelijk geslacht heeft gesleept en in het Taiwanees Hokkien de oudere generatie aansprak. Zijn werk zit erop, maar de DPP gaat hem nog missen.

In zijn eerste persconferentie als voorzitter van de DPP stelde William Lai Ching-te dat de nieuwe missie (新使命) van de DPP het beschermen van Taiwan (守護台灣) is. De partij is ooit opgericht met als missie de onafhankelijkheid en democratisering van Taiwan. Deze nieuwe missie valt samen met de Tsai-doctrine en Lai’s verklaring dat zijn Chinabeleid in lijn is met de ‘Resolution on Taiwan’s Future’ van 1999. Hiermee stelde de DPP haar electoraal controversiële onafhankelijkheidsstandpunt aangenomen in 1991 bij door te stellen dat Taiwan al onafhankelijk en soeverein is als Republiek China en dat elke verandering met instemming van het Taiwanese volk moet gebeuren.

Su was de langszittende premier van de democratische periode. De Taiwanese staatsinrichting is formeel een hybride presidentieel-parlementair politiek systeem, hoewel het in de praktijk erg presidentieel is. Maar de premier functioneert nog vaak als gezicht van onpopulaire maatregelen en als zondebok, die makkelijker zijn ontslag aan kan bieden als zoenoffer.
