De Chinese Wouden, vrijdag 16 december: slechte Chinese economie, covid woekert terwijl Peking eigen systeem prijst
De economische cijfers in China zien er niet goed uit. Ik heb er een hele sectie aan gewijd. Een WHO-expert zei dat de uitbraak in China van zo’n aard is, dat hij al op stoom was, voordat de Zero werd losgelaten. Ik benadrukte eerder al, dat de wijdverspreide burgerlijke en industriële ongehoorzaamheid beangstigender moeten zijn geweest voor de Partij dan de relatief beperkte studentenprotesten. In een nieuwsbrief van een paar dagen geleden zat een stuk van de FT dat berichtte over een delegatie naar Hong Kong in de eerste helft van november die van ervaringen bij de uitbraak daar wilde leren. De ‘20 maatregelen’ met aanpassingen kwamen ook rond die tijd.
Dat de boel nu weer open zou gaan in China is – met een mooi academisch woord – overgedetermineerd. Over de precieze timing kunnen we wel twisten. Echt duidelijk wordt het pas als de archieven open gaan, maar zelf speculeerde ik over het belang om het door de lens van ‘stabiliteitsbeheer’ 维稳 (wéi wěn) te bekijken.
De kracht van het Chinese systeem was altijd de keten van machtige partijsecretarissen, die uitstekende schakels vormden om de machine van de partijstaat te mobiliseren bij beleid dat vaak de vorm krijgt van campagnes. Ik noemde het ooit ‘regeren per slogan’. Tijdens de periode van ‘Zero Covid’ waren de slogans duidelijk over het doel van de campagne waarvoor de partijkaders gemobiliseerd moeten worden. Bij NU.nl legde ik gisteren uit, hoe dit leidde tot gebrekkige voorbereiding voor leven met covid. De prikkels dwongen de lokale partijsecretarissen alles te zetten op het uitbannen van covid. Mensen en bouwmaterialen die gebruikt hadden kunnen worden voor vaccinatiecampagnes en het uitbreiden van de soms beperkte Chinese zorgcapaciteit, werden ingezet voor eindeloze testcampagnes.
Nu komt de zwakte van het systeem naar boven. Het is nog zoeken naar een duidelijke slogan. De hermobilisatie van partijkaders voor griepklinieken en vaccinatiecampagnes kost tijd. De stuurloosheid die sommige mensen ervaren, komt hier ook deels vandaan. De economische uitdaging gaat hier nog over heen. Ook daar is het nog zoeken naar een slogan en een campagne voor een nieuw groeimodel. Maar het is de vraag of dat er in zit onder een leider die vooral met veiligheid en staatsmacht bezig is – als het al een werkbaar systeem zou zijn voor China om de middeninkomenval te ontwijken.
