De Chinese Wouden, maandag 9 januari: reisbeperkingen, vastgoed
Critici in China hebben naar mijn mening een punt als ze beperkingen en testeisen voor reizigers uit China onwetenschappelijk en politiek noemen. Als het virus overal toch al rondgaat, dan is het niet heel logisch om alleen voor de individuele mensen die uit één land komen specifieke maatregelen in te voeren. Maar goed, de Chinese overheid is daar met zijn klachten niet de meest geschikte boodschapper voor – bovendien geldt in omgekeerde richting ook nog steeds een testplicht. Toch is het een gemiste kans voor Europa. We hadden juist een goede beurt kunnen maken in de publieke opinie van de wereld door het hoofd koel te houden.
De uitbraak is en blijft natuurlijk wel zorgelijk. Je zou ook meer overzicht in China zelf willen, in plaats van verongelijkte verdedigingen van het Chinese beleid als het meest wetenschappelijke en beste van de hele wereld. De realiteit weerspreekt dat ook. Der Spiegel heeft een goede en treurigstemmende rapportage vanaf het platteland in het Engels vertaald. De prikkels die het Zero Covid-beleid bracht hebben in gevallen juist geleid tot verzwakking in plaats van versterking van het rurale gezondheidssysteem.
Het schrille geluid van de Chinese propaganda moet dan ook deels onzekerheid maskeren. Los van de volksgezondheid is er ook nog een economisch vraagstuk. Groot nieuws is het bericht van Bloomberg dat er plannen zouden zijn om de Drie Rode Lijnen terug te draaien. Dat waren hoognodige maatregelen om de problematische vastgoedsector aan te pakken, maar die noodzakelijkerwijs ook terugloop veroorzaakten. Dat is een probleem voor de welvaart van de Chinese middenklasse en het inkomen van lokale overheden. Op de lange termijn zou dat dus slecht nieuws zijn.
Heeft dit gevolgen voor Xi Jinping? Zoals de Amerikaanse Chinakenner Bill Bishop steeds herhaalt: ook al is er onvrede en verliest Xi aan aanzien, wat is het mechanisme waarmee dat dan invloed zou hebben op zijn macht?
