De Chinese Wouden, maandag 6 maart: Twee Zittingen begonnen
De Twee Zittingen zijn onderweg en er komt dus een hele sloot berichtgeving aan in de nieuwsbrief vandaag. Premier Li heeft zijn werkrapport gehouden. Volgens het schema in de excellente ‘factbox’ van Reuters is het volgende punt om naar uit te kijken de presentatie van de hervormingsplannen voor de Staatsraad op dinsdag. De presidentsverkiezing is vrijdag, die van de premier aanstaande zaterdag en de rest van het kabinet zondag. ‘Modernisering Chinese stijl’ lijkt het nieuwe sleutelwoord te zijn.
Het groeistreefcijfer is vastgesteld op 5%. Dit is geen ambitieus cijfer gezien de inhaalslag die gemaakt moet worden naar vorig jaar. Het reflecteert de nieuwe realiteit, eentje waarin het Chinese economische model in een lagere versnelling doorgaat en eentje waarin de focus ligt op het stabiliseren van het land en het versterken van de partijstaat. Dat de economische groei een invoer is, in plaats van een uitvoer, zorgt voor problemen in hoe wij de Chinese economie begrijpen. Hoogleraar aan de Universiteit van Peking Michael Pettis legt goed uit hoe dit de betekenis van groei verandert: het is niet meer de natuurlijke en dus reële consequentie van de politieke economie, maar een gecreëerde nominale werkelijkheid die niet per se voor echte economische waarde hoeft te staan.
De defensie-uitgaven groeien meer dan de geplande economische groei, maar gecorrigeerd voor inflatie gaan ze weer gelijk op. Dat betekent nog steeds groei. Bovendien zijn valt een substantieel deel van de bestedingen buiten dat officiële cijfer. Ook gaat er nog een keer zovele naar binnenlandse veiligheid. Allemaal capaciteiten waar we ook rekening mee dienen te houden.
