De Chinese ballon – of het nu een weerballon of spionagetuig is – is typisch voor zoveel incidenten tussen China en de VS. Op zichzelf is het niet iets groots. Maar voor de lange termijn is dit slecht nieuws.
Het geplande bezoek van Blinken aan Peking kon niet doorgaan – niet alleen vanwege het signaal dat het zou geven aan China nadat het, volgens het Pentagon, liegt over de aard van de ‘surveillance balloon’ – omdat het de Biden-regering het doelwit zou maken van een woedend Republikeins Congres en zwak zou laten lijken in de ogen van Peking.
Dat het deel van de bureaucratie in China, dat hierachter zit, dacht weg te kunnen komen met zulke overvluchten op dit moment is veelzeggend. In veel landen buiten het Westen zal Peking misschien nog enig succes scoort bij het afschilderen van de VS als hysterische onruststoker over een ballonnetje. Maar in veel hoofdsteden zal het de Chinese geloofwaardigheid nog verder schaden na pandemie en wolf warriors.
Steun voor herstel van de betrekkingen van de VS met China is in Washington nog precairder, nu dat land vanuit Amerikaans perspectief extreem hypocriet lijkt:
(i) Peking zou zelf diplomatiek nog harder hebben gereageerd op een Amerikaanse weerballon die over Chinese nucleaire silo’s was gedreven. (ii) Voor de Chinese erkenning kwam, waren propagandawerkers hard bezig de Amerikaanse beschuldiging te ridiculiseren. (iii) Als het Pentagon zegt dat het een surveillanceballon was met mogelijkheid tot bijsturen, dan loog Peking vanuit Amerikaans perspectief toen het erkende‘ dat ‘per ongeluk’ een ‘weerballon’ van zijn koers af was geraakt. (iv) Nadat Blinken zijn bezoek afzegde, zei China dat hij nog niet uitgenodigd was, waarop mensen een Chinese woordvoerder citeerden die hem enkele dagen terug nog welkom had geheten. (v) Nadat Peking het neerschieten de surveillance- of weerballon veroordeelde, kwamen mensen op Twitter op te proppen met een oude propagandavideo van de strijdkrachten die een clipje bevatten waarin de Chinese luchtmacht scramblede om snel een onbekende weerballon neer te halen.
Zorgelijk voor de wereld is, dat Washington DC onder hoogspanning staat, terwijl Peking ondertussen steeds verder van de werkelijkheid en redelijkheid af lijkt te dwalen. Dat is jammer, want de bovenstaande elementen lijken er ook op te wijzen dat Peking de zaak kleine wil houden.
Vanuit Chinees perspectief is de hysterie in Westerse en Amerikaanse pers een teken van een gevaarlijke anti-Chinastemming. Woordkeuze (neerschieten was inbreuk op ‘international practice’ 国际惯例 i.p.v. law) en creatieve woordvoering (er was nog helemaal geen bezoek van Blink afgesproken, dus er kan ook geen strafmaatregel van afzegging zijn geweest) zijn voorbeelden van de typische agressieve verdediging waar de CCP steeds in vervalt. Peking bijt van zich af en wringt zich in bochten om zichzelf zoveel mogelijk als slachtoffer neer te zetten, maar doet dat in de kennis dat ze zwak staan en de boel moeten deëscaleren.
Maar dat is juist onderdeel van het probleem: hard gaan om de zwakte van de eigen positie af te dekken, kan ook te goed werken en erin slagen een minder intelligente hoofdvijand – mag ik een Republikeins Congres zo aanduiden? – te misleiden dat het overschreeuwen de echte boodschap is.
Vandaag is er verder ook veel discussie over de staat van het economisch herstel in China en mogelijke stimuleringsmaatregelen. Zoals professor Michael Pettis keer op keer uitlegt, blijft het consumptieaandeel van de Chinese economie te laag. Volgens bronnen van Reuters blijft dat zo. Het wantrouwen van de regering jegens individuele consumenten zorgt, dat overheden maar niet willen zorgen dat een groter deel van het nationaal inkomen bij het Volk terechtkomt dat de Partij zegt te dienen.
Ook versterken de betrekkingen tussen Europa en Taiwan zich verder en verder. Er komt zoveel druk van ondernemende politici en lidstaten, dat Europese bestuurders zich af moeten vragen, of niks doen hen niet uitlevert aan de visies van de meer activistisch ingestelden. Naast regeringsintiatieven uit Litouwen en Tsjechië heb je ook parlementariërs – de meest recente groep uit Finland – die aan staan beleid trekken. Dat kun je steunen, maar feit is wel dat je zonder eigen positie wordt geleefd.
