De Chinese Wouden, maandag 5 december: stabiliteitsbeheer à la covid, EU-VS-China
Wat we nu zien in Chin met covid, is een typisch, zij het nogal grootschalig, voorbeeld van wat in de Chinese bestuurskunde stabiliteitsbeheer (维稳 wéi wěn) heet. Een lokale partijsecretaris wordt niet alleen beoordeeld op economische groei, maar ook op het bewaren van de stabiliteit. Als er een beetje onrust is, kun je het in de kiem smoren. Grote onrust is een politiek probleem en moet de kop in worden gedrukt. Maar daartussenin kun je nog bijvoorbeeld een rechter naar een bouwterrein sturen waar men protesteert over onbetaald loon om ter plekke een compromis af te dwingen tussen de betrokken partijen. Als de stabiliteit weer hersteld is, dan neem je maatregelen om dit soort incidenten te voorkomen én ga je tegelijkertijd achter de ‘organisatoren’ van de onrust aan om de rekening te vereffenen.
De onrust in China kwam niet alleen van de demonstranten, maar ook van burgerlijke ongehoorzaamheid en bureaucratische moeheid door het hele land. De aankondigingen van versoepelingen moeten de angel eruit halen. Vraag blijft wat ze werkelijk gaan implementeren. Nu maken sommige experts zich bovendien zorgen of Peking niet te snel schakelt van het demoniseren van omikron naar het bagatelliseren van een variant die – zeker in China – nog steeds slachtoffers maakt. Maar het is overduidelijk het toegefelijke deel van ongehoord nationaal stabiliteitsbeheer. Tegelijkertijd maakt de politie jacht op mensen nu de rust weer wat is teruggekeerd. De Partij vergeet niet.
Safeguard Defenders heeft een vervolg op hun rapport over Chinese ‘police service stations’ in Europa. Er is weer een interview met een Nederlandse minister over Amerikaanse druk op Den Haag en ASML over China, die van economische zaken deze keer. De China-dialoog tussen de Europese Dienst voor Extern Optreden (EDEO of voor de verangliceerde medemens: EEAS) en het Amerikaanse Department of State laten dan weer een positive noot klinken. Ondertussen is China nog steeds bezig met het promoten het verhaal dat Europa wordt uitgebuit door de VS via de zogenaamd door Washington geïnitieerde techoorlog en invasie van Oekraïne.
Wat Taiwan betreft, Chinese propagandisten en hun bondgenoten in Taiwan grijpen investeringen van TSMC in de Verenigde Staten aan om valselijk te claimen dat de Taiwanese trots op last van Washington uitgehold wordt. Dat klopt niet, de meest geavanceerde fabrieken zullen in Taiwan blijven volgens de planning voor Hsinchu, Tainan, en Kaohsiung.

De recente lokale verkiezingen werden gekenmerkt door wederzijdse beschuldigingen van plagiaat in scripties die vooral DPP-kandidaten raakten. Voor de KMT waren de gevallen een bevestiging van de vriendjespolitiek in een academisch systeem waar het inderdaad gebruikelijk is om verkiesbare politieke functies af te wisselen met academische functies. Taiwan is echter ook een land waar democratisering niet verkregen is door revolutie met bijbehorende bureaucratische defenestraties. Daardoor wordt in de ogen van DPP’ers de bestuurlijk top – ook op universiteiten – nog te vaak gedomineerd door loyale KMT’ers. De sensationalistische Taiwanese media had vooral oog voor plagiaat en minder voor schandalen m.b.t. corruptie, banden met georganiseerde misdaad en zelfs veroordeling voor doodslag, waar de KMT-kandidaten meer last van hadden.
