De Chinese Wouden, maandag 4 december: SCMP, COP28, Oekraïne
De aandacht in de pers over de COP-28-klimaattop in Dubai gaat vooral uit naar de voorzitter en oliebaas die zegt dat we niet zonder olie kunnen. Maar het gastland staat lang niet alleen als het gaat om onwil om serieuze kosten te dragen.
Eurocommissaris Hoekstra stelde in Buitenhof nog eens dat China ook zijn deel bij zal moeten dragen aan het klimaatschadefonds. Het probleem is, dat Peking om drie redenen moeite heeft om serieus klimaatbeleid consistent door te voeren.
Reden één is dat het politieke systeem altijd op zelfbescherming is gericht. Dat uit zich in lokale partijsecretarissen die vervuiling verbergen om de groeicijfers te kunnen halen die ze nodig hebben om te worden gepromoveerd. Dat uit zich ook in het feit dat China niet alleen leidend is wat betreft de uitbouw van capaciteit op het gebied van hernieuwbare energie, maar ook dat het ineens heel veel kolencapaciteit erbij ging bouwen toen Peking zenuwachtig werd over de energiezekerheid.
Reden twee is dat het verleidelijk kan zijn voor een land dat meent internationaal in een existentiële strijd verwikkelt te zijn om klimaatissues toe te voegen aan de gereedschapskist van drukmiddelen.
Reden drie is dat China, zoals het zelf zegt, altijd een ontwikkelingsland zal zijn. Dat duidt op een identificatie met de niet-Westerse, niet-ontwikkelde wereld die heel diep zit in de Partij. Als economische laatbloeier vindt Peking het niet eerlijk dat het moet betalen voor de schade van de uitstoot uit het verleden. De rijke landen mochten wel groot worden door te vervuilen, maar nu moeten de ontwikkelingslanden meebetalen aan de oplossing en kunnen ze zelf niet meer groeien.
Dat is een versimpelde voorstelling van de gang van zaken, maar het is wel eentje die breder resoneert in de wereld. India gaat hier ook in mee, bijvoorbeeld. En samen met de Verenigde Staten protesteren ze ook tegen Europese plannen importheffingen onder het Carbon Border Adjustment Mechanism.
