De Chinese Wouden, maandag 30 oktober: Li Keqiang overleden, Wang Yi treft Biden
De voormalige Chinese premier Li Keqiang is plotseling overleden. Hij zou in Shanghai tijdens het zwemmen een hartaanval hebben gekregen – volgens SCMP had hij eerder al eens een omleiding gehad. Nog maar maart dit jaar volgde Li Qiang hem op.
In zijn geboortedorp in de provincie Anhui en elders hebben mensen in grote getale bloemen achtergelaten. Online laat veel mensen hun rouw merken. Li was de economisch goed onderlegde beschermeling van vorige leider Hu Jintao. Voor velen was hij de persoon die wel oog had voor de gewone man en bovendien een laatste controle op de machtszucht van Xi Jinping. Net als het afvoeren van Hu tijdens het laatste partijcongres, is ook dit weer een symbool van het einde van een tijdperk waarin er nog meer hoop was in China.
Dat maakt dit een potentieel gevoelig onderwerp. Er komt geen grote begrafenis met buitenlandse gasten – hoewel dat volgens mij ook niet gebeurde toen voormalig premier Li Peng (de Slager van Peking ’89) overleed in 2019. Online en offline is de censuur en de sturende media erg actief. Voor een autoritair regime is het altijd eng als er gebeurtenissen zijn, die dienen als focuspunten voor de massa.
De twee vergelijkingen die je het meest hoort, zijn die met de protesten na het overlijden van premier Zhou Enlai in 1976 en afgezette algemeen secretaris Hu Yaobang in 1989 – ja, dat was inderdaad de eerste aanleiding. Onrusten kunnen er altijd ontstaan, maar we moeten het wel in perspectief plaatsen. Het enorme, gedeelde leed van de maoïstische periode was direct aan de oppervlakte in 1976. In 1989 was Hu het symbool van hervormingen in een tijdperk dat het systeem aan z’n end leek.
Li zelf was nooit zo machtig en inspirerend als Zhou en Hu. Bovendien moeten we hem niet al te makkelijk heilig verklaren. Hij was een partijman, onder andere verantwoordelijk voor het onderdrukken van de aids-dorpen in Henan en bovendien premier onder de autoritaire Xi, waarbij ook Li een rol speelde in de genocide van de Oeigoeren.
De hoogste Chinese diplomaat Wang Yi was in Washington DC. Hij trof onder andere president Biden. Na afloop zei hij wel dat de weg naar een ontmoeting tussen Biden en Xi bij de aankopende APEC-top nog moeilijk wordt. Ze kunnen het tenslotte niet al te makkelijk weggeven!

Li died of a sudden heart attack at 00:10 on Friday after all-out rescue efforts failed, according to an official obituary notice issued on Friday.
Li was extolled as an excellent CPC member, a time-tested and loyal communist soldier and an outstanding proletarian revolutionist, statesman and leader of the Party and the state.
