De Chinese Wouden, maandag 30 januari: Tech War extravaganza
Volgens bronnen van Bloomberg en RTL Nieuws is het afgelopen vrijdag tot een overeenkomst gekomen in Washington tussen de VS, Japan en Nederland over verdere exportbeperkingen voor de halfgeleiderindustrie. ASML bericht ook dat een deal aanstaande is. Nikkei Asia bericht dat de Japan instemt met het overwegen (sic) van maatregelen. Volgens POLITICO moet de Nederlandse overheid nu werken aan de juridische details en kan het nog maanden duren voordat er iets in werking treedt. Rutte heeft al gezegd dat de afspraken niet per se openbaar gemaakt zullen worden. Volgens de Duitse krant FAZ gaat het om beperkingen op de geavanceerdere versies van de DUV-machine’s. DUV-technologie is een generatie voor de EUV-technologie die al niet meer naar China gaat, omdat Den Haag niet heeft besloten als antwoord op de vraag om toestemming die nodig is onder de Wassenaar Arrangements.
Dus, zoals men al verwachtte, komen die exportbeperkingen er nu aan. Er zijn nog een heleboel vragen. De eerste is hoe ver en compleet dat akkoord van afgelopen vrijdag nu precies is. Ik neem aan dat de gesprekken nog niet helemaal afgelopen zijn, als de details nog in juridische teksten moeten worden gegoten. Maar ik blijf vooral achter met vragen over de politiek hieromheen.
We kunnen ons nu inderdaad achter de grote rug van de VS verschuilen met het argument dat we geen keus hadden om toe te geven aan het Amerikaanse beleid. Er is wel lang genoeg tegengesparteld, Europa losweken is verder momenteel te belangrijk in de bredere Chinese verenigd front-strategie, en wat China nog kan krijgen van ASML is te belangrijk. Grote strafmaatregelen verwacht ik eerder tegen Japan, dat al vaker de kop van jut geweest is.
Maar wat is ons eigen beleid nu? Hebben we een Nederlandse of – exotisch! – een gezamenlijke Europese visie op de techwar? Is Den Haag het eens met de Amerikaanse doelen om de Chinese halfgeleiderindustrie op een bepaalde afstand te houden van de leading edge? Of is heeft Den Haag zich laten leven, door aarzelend mee te gaan met Amerikaanse druk en de logica van competitie?
Eurocommissaris voor de interne markt Thierry Breton heeft wel een visie. In een toespraak bij het Amerikaanse CSIS zei hij dat Europa de VS steunt in het doel de meest geavanceerde machines aan China te onthouden. Het is de zaak om niet door zowel Washington DC als Brussel op een sleeptouw te worden genomen – tenzij dat onze afgewogen keuze wordt.
Wij zijn nu een speler in een bepalende strijd voor de vorm van de mondiale technologieketen. Daarbij is het nodig om ook iets van een Nederlandse politiek debat te voeren over onze visie op de technologiestrijd, lijkt mij.
De net verkozen Tsjechische president Petr Pavel is van plan vandaag te bellen met Taiwans president Tsai Ing-wen. Symbolisch komt dat na een gesprek met de Oekraïense leider Zelensky.

Het zou mooi zijn als Amerikaanse generaals die speculeren over 2025 of 2027 met meer argumenten komen dat hun onderbuik. Als de VS en Taiwan werkelijk geloven, dat ze over twee jaar in een wereldoorlog met China zitten, dan zou je iets meer militaire activiteit verwachten. Als ze graag meer druk willen zetten op voorbereidingen op eventualiteiten, zou ik graag andere manieren van communiceren zien. Argumenten die je wel hoort in Washington hierover – vooral van Republikeinse zijde – is dat wapenleveranties aan Oekraïne de verkeerde prioriteit zijn vanwege Taiwan.
