De Chinese Wouden, maandag 30 december: G2 Trump-Xi?
Aan het begin van deze eeuw was er brede discussie over welke ‘G’ de beste verzameling landen was om leiding te geven aan de wereld. De G7 – zo belangrijk bij het begeleiden van het einde van de Koude Oorlog – werd uitgebreid met Rusland tot G8. Toch leek deze groep steeds minder representatief in de veranderende wereld. Rond de financiële crisis van 2008 kwam de G20 in zwang, als manier om alle relevante economieën te betrekken bij het formuleren van antwoorden. Mensen die meenden dat geen enkele groep landen meer dominant kon zijn, spraken daarentegen van een G0-toekomst.
Tegelijkertijd suggereerden delen van de Amerikaanse en Chinese (economische) elite een ‘G2’. Onder de Obama-regering kwam het idee op dat, met de opkomst van een autoritair maar hervormend China, er maar twee landen zouden overblijven met de machtsmiddelen om de uitdagingen van het wereld het hoofd te bieden. Op basis van hun gedeelde belang in het voortbestaan van de open wereldeconomie en de internationale rechtsorde zouden Washington en Peking samen de lakens uit kunnen gaan delen.
Deze discussie maakte de rest van de wereld altijd al wat ongemakkelijk. De regionale integratieprojecten van de Europeanen en Zuidoost-Aziaten hadden vanaf het begin deels als doel afhankelijkheid van de grootmachten te voorkomen. Op veel plekken in de wereld moet dan ook een zucht van verlichting zijn geslaakt toen de spanningen tussen China en de VS gepraat over G2 naar de achtergrond deed verdwijnen.
Komt het nu weer terug? De terugkeer van de transactionele Trump in het Witte Huis valt samen met een assertieve Xi Jinping, die spreekt over Azië voor de Aziaten. Al in 2020 schreef de toenmalige Singaporese premier Lee Hsien Loong in Foreign Affairs over de regionale angst dat de VS en China de Indo-Pacific in invloedssferen zouden verdelen. De recente gebeurtenissen in MAGA-land doen die zorg terugkeren bij mij.
Al in zijn eerste termijn liet Trump blijken dat hij in ruil voor de juiste ‘deal’ bereid is af te zien van strategische competitie met China. Nationale veiligheidsmaatregelen tegen het Chinese telecombedrijf ZTE werden geschrapt na een persoonlijk verzoek van Xi aan Trump. Het structurele handelsconflict werd op een laag pitje gezet na Chinese beloftes om veel spullen te kopen in de ‘Phase 1 Deal’ die nooit werd gevolgd door een deel 2. De ‘tech war’ kreeg pas echt tanden onder Biden.
Na jaren waarin Republikeinse hardliners riepen om een verbod op de ‘Chinese spionage-app’ TikTok, is het kamp Trump-Musk nu bezig het onder Biden ingestelde verbod te ondergraven. Trump heeft het Amerikaanse hooggerechtshof formeel gevraagd om uitstel, om hem de kans te geven een ‘politieke oplossing’ te vinden. Hij heeft twijfels over Taiwan en zijn mensen zoeken kanalen om direct met de mensen van Xi te spreken.
Als we één ding duidelijk weten van Peking op basis van alle verhalen over het verenigd front-werk, dan weten we hoe goed de Partij is in het inpalmen van ijdele zakenmannen van een zekere leeftijd die denken dat ze een bijzondere relatie hebben met Chinese bestuurders. Vanaf 20 januari zit er een bejaarde Trump in het Witte Huis, omgeven door miljardairs met grote financiële belangen in China en met weinig waardering voor recht, internationaal of nationaal.
Xi Jinping spreekt al jaren over wat neerkomt op invloedssferen en internationale hiërarchieën. Dit soort denken past bij Trump. Vanwege zijn karakter en bepaalde extreme figuren in zijn omgeving, voorspellen sommigen dat Trump 2.0 nog agressiever tekeer zal gaan tegen China dan in zijn eerste termijn. Trumps keuze voor Musk in de strijd tussen het wit-racistische en het meer hiërarchisch-libertarische kamp in MAGA-land over werkvisa is niet het enige signaal dat het deze keer anders zou kunnen lopen. Zoals ik al schreef na Trumps herverkiezing: Peking had zo’n hekel aan Trump, vanwege zijn onbetrouwbaarheid en extreme, beschadigende retoriek – twee dingen die de CCP haat. Als dat deze keer binnen de perken blijft, bestaat er in ieder geval de kans dat men een tijd geloof in een ‘deal’ houdt. Kansen temidden van risico’s…
Ik schreef eerder al eens dat de Europese Unie kan leren van Asean Centrality. Wat als Trump de internationale orde in de uitverkoop doet in zijn streven naar dealtjes met bevriende autocraten? De landen van Zuidoost-Azië en Japan laten zien dat, naast handelen naar de realisatie dat je niet zonder Amerikaanse militaire steun kunt, tegelijkertijd je eigen kracht kunt versterken en alternatieve verbanden kunt bouwen. Dit was al de reactie van Japans Abe Shinzo in 2016–7. Mocht Trump toch gaan stoken tegen China, dan zouden deze banden ook nog kunnen helpen als stabilisator.
Woensdag is het nieuwsjaarsdag en is er geen nieuwsbrief. Verder een voorwaarschuwing: vanaf 8 januari ben ik t/m 18 februari weer eventjes terug in Singapore. Wat voor gevolgen dat heeft voor de nieuwsbrief, moet ik nog zien. Maar hij zal ongetwijfeld minder frequent en betrouwbaar verschijnen.
