Volgens onderzoek van het Japanese Nikkei Asia zou Rusland drones en jammers uit China hebben geïmporteerd met douanedocumenten waarop expliciet vermeld staat dat het „voor gebruik in de speciale militaire operatie” is. Het gaat niet om hele grote hoeveelheden. Toch is het ongemakkelijk voor Peking. Eventueel zou je nog kunnen claimen dat het om dual-use goederen gaat en dat China geen sancties heeft aangenomen tegen Rusland. Maar toch…
De eerste reacties op de Nederlandse exportcontrole voor de halfgeleiderindustrie zijn binnen. Zowel de Chinese ambassade in Den Haag als de woordvoerder van het ministerie van buitenlandse zaken geven de schuld aan de Verenigde Staten. Pas nadat men stelt dat Washington bondgenoten dwingt tot bepaalde zaken, worden wij – enkel door de ambassade – opgeroepen ons foute gedrag te herstellen. Ik voorzie vooralsnog geen noemenswaardige wraak op ons, hoewel we dat misschien in september weer eens moeten bekijken.
De EU-top in Brussel is afgelopen. De regeringsleiders in de Europese Raad hebben een setje conclusies aangenomen over China. Sommige media koppen dat Europa zijn Chinabeleid zou hebben afgezwakt. Ik weet niet of ik het daar mee eens ben. Ontkoppeling is nooit beleid geweest. De triptych ‘partner, concurrent, rivaal’ bevestigen, herhalen dat we niet willen ontkoppelen en dan zeggen dat we wel risico’s willen verminderen, dat zie ik juist als een aanscherping. Bovendien benoemt men voor het eerst zo duidelijke dat de Europese raad zich zorgen maakt om Taiwan en tegen unilaterale veranderingen van de status quo is. Dit is voor Brusselse begrippen geen zwakke verklaring. Al heeft het misschien niet het bombast van een persconferentie in het Witte Huis, het bevestigt op Europese wijze de groeiende consensus onder de EU-lidstaten.

36. The East and South China Seas are of strategic importance for regional and global prosperity and security. The European Union is concerned about growing tensions in the Taiwan Strait. The European Council opposes any unilateral attempts to change the status quo by force or coercion. It reconfirms the EU’s consistent ‘One China policy’.

KMT-kandidaat Hou Yu-ih heeft eindelijk een ontmoeting gehad met Han Kuo-yu. Ondanks het feit dat de populistische Han de vorige presidentsverkiezingen verloor en werd herroepen als burgemeester van Kaohsiung en via familie betrokken is bij corruptiezaken, is hij nog altijd invloedrijk binnen belangrijke vleugels van de KMT en onder sommige kiezers.
De ontmoeting vond dan ook plaats bij een bijeenkomst van de Huang Fu-hsing-afdeling van de partij. Deze afdeling is bedoeld voor militaire veteranen en een vertegenwoordiger van de conservatievere en meer pro-Chinese vleugel van de KMT. Deze ontmoeting zou Hou kunnen helpen de nogal zwakke steun voor zijn campagne binnen de partij te stabiliseren.
