De Chinese Wouden, maandag 24 april: Chinese ambassadeur betwijfelt soevereiniteit post-Sovjetstaten
Een interview van de Chinese ambassadeur in Parijs Lu Shaye heeft tot ophef geleid. Lu stelde op de Franse televisie dat de post-Sovjetstaten geen ‘effective status’ onder internationaal recht hebben, omdat er geen internationale overeenkomsten zouden zijn (die zijn er wel). De Letse, Litouwse, Tsjechische, en Europese ministers van buitenlandse zaken reageerden ontzet op Twitter. De Baltische staten roepen de Chinese ambassadeurs op het matje. Frankrijk heeft ook ontsteltenis geuit, maar wacht nog tot de echte bazen in Peking de boel verklaren.
Lu is al sinds zijn tijd in Canada een typisch voorbeeld van de arrogante wolfwarrior-flapuiten die zoveel schade hebben veroorzaakt aan de Chinese diplomatie. Dit is niet de eerste keer voor hem – eerdere incidenten waren o.a. beschuldigingen aan Canada van witte suprematie en Taiwanezen dreigen met heropvoedingskampen. Ongelukken? Hij werd in ieder geval steeds niet gestraft.
Het betekent niet dat het nu Pekings officiële standpunt is, dat de post-Sovjetlanden niet bestaan. Het zou goed kunnen dat een opgewonden Lu zich versprak. Wel is het een veelzeggende ontboezeming. De val van de Sovjetunie is namelijk een tragedie volgens de lessen die partijkaders als Lu te horen krijgen van de CCP.
Daarnaast moet je dit zien in de context van het feit, dat China de Russische visie op ‘ondeelbare veiligheid’ lijkt te delen en oproept om de legitieme veiligheidsbelangen van alle partijen de betrekken bij ‘het bouwen van een gebalanceerde, effectieve en duurzame veiligheidsorde in Europa’. In de rechtse, nationalistische sferen van wolfwarriors als Lu Shaye vind je nog meer begrip voor invloedssferen voor grootmachten en sympathie voor het Russische wereldbeeld.
De Sovjetunie met zijn satellietstaten was ook onderdeel van de door China sinds kort weer gewaarde naoorlogse orde. Dit is een nieuw spreekpunt bij de steeds ongeduldigere veroordelingen van andermans standpunten over Taiwan. Ik denk niet dat Peking gewend is aan de luide declaraties van belang bij vrede in de Straat van Taiwan die tegenwoordig uit allerlei hoofdsteden komen. Vorige week maakte minister van buitenlandse zaken Qin Gang het nieuwe Chinese spreekpunt ook weer eens duidelijk in een lezenswaardige toespraak.
Ondertussen is China in een woordenwisseling met Zuid-Korea verzeild over Taiwan-uitspraken van president Yoon en de harde Chinese reactie daarop. In Brussel vragen buitenlandvertegenwoordiger Josep Borrell en fractievoorzitter van de EVP Manfred Weber om concretere Europese acties om Taiwan te helpen. In ieder geval heeft de woordvoerder van het Chinese ministerie van buitenlandse zaken genoeg gespreksstof bij de dagelijkse persconferentie vandaag.
Na Bloomberg vorige week (en de interpretatie van Singaporese diplomate Chan Heng Chee bij een Carnegie-event) bericht nu ook het Duitse FAZ over de wens van Macron – tegen advies van zijn eigen mensen in – om te trachten met China tot een onderhandeling voor Oekraïne te komen. Maar, zoals Bloomberg terecht opmerkt, daarbij heeft Lu Shaye een moeilijk karwei nog onmogelijker gemaakt. De Oost-Europeanen hebben minder en minder fiducie in de Chinese goedwillendheid.
