China slaat terug op een aantal vlakken.
De pers schrijft over de nieuwe Amerikaanse maatregelen die ook het Nederlandse ASML gaan raken, en daarmee ook de zeggenschap van Den Haag over exportcontrolemaatregelen. De aankondiging dat Peking exportvergunningen gaat vereisen voor grafiet – een belangrijk bestanddeel van batterijen voor elektrische auto’s – lijkt een reactie op de nieuwste Amerikaanse maatregelen.
Een Filipijns bevoorradingsschepen voor de Second Thomas Shoal – waar een gestrand Filipijns schip in verregaande staat van ontbinding de claim van Manila moet waarborgen – zijn geramd door de Chinese kustwacht en militie. De Nederlandse ambassadeur zegt op Twitter dat Nederland achter de Filipijnen staat. Dit is een verdere escalatie in de al tijden langzaam oplopende spanning tussen Peking en Manila.
Het Taiwanese technologiebedrijf Foxconn (Hon Hai), dat in China de meeste Apple-producten in elkaar zet in fabrieken berucht geworden door anti-zelfmoordnetten, is volgens nationalistisch tabloid The Global Times onderwerp van onderzoek geworden naar belastingbetalingen en landgebruik.
Oprichter van Foxconn is de conservatieve zakenman Terry Gou. Gou lanceerde een onafhankelijke kandidatuur voor de Taiwanese presidentsverkiezingen in januari 2024 nadat de KMT hem niet nomineerde. Gou is de meest Chinavriendelijke van de vier kandidaten en Foxconn is het toonbeeld van de economische vervlechting tussen China en een deel van Taiwan.
Het artikel in Het Financieele Dagblad over ASML maakt duidelijk in welke mate Brussel en Den Haag de zeggenschap zijn verloren over de exportcontrole van Nederlands meest waardevolle bedrijf. Amerikaanse beperkingen betroffen voorheen producten met een minimum van 25% Amerikaanse inhoud. Die zogenaamde ‘de minimisregel’ is nu afgeschaft specifiek voor de betroffen ASML-machines.
Dit komt bovenop een voorpublicatie in NRC uit een boek over ASML dat vertelt hoe in 2019 Pentagon grote druk uitoefende op Den Haag om ASML te bewegen de failliete boedel van een Delfts bedrijf over te nemen om te voorkomen dat de technologie in Chinese handen zou komen. De techwar was toen al lang aan de gang, maar dat had men in Nederland nog niet door.
Als ik een modewoord mocht bedenken, zou ik stellen dat we ons al jaren in ‘geotechnologisch’ tijdperk bevinden dat te lang genegeerd is. China werkt hard en systematisch om via legale en illegale weg hoogtechnologisch zelfvoorzienend te worden. De Verenigde Staten doen aanzetten voor een visie in reactie daarop. Europa reageert vooralsnog enkel – von der Leyen doet voorstellen die maar gedeeltelijk gesteund worden door landen die vooral dingen niet willen. Dan verlies je de mogelijkheid om zelf de vorm van de toekomst te bepalen.

Foxconn/Hon Hai is de belangrijkste Apple-fabrikant. Het bedrijf komt uit Taiwan maar heeft de meeste fabrieken in China. Het is een voorbeeld van de Taiwanese bedrijven die vanaf de jaren tachtig/negentig groot werden door hun productie naar China te verplaatsen en daarmee een belangrijke rol speelden in de economische explosie.
Oprichter Terry Gou 郭台銘 doet mee als onafhankelijke kandidaat bij de Taiwanese presidentsverkiezingen van januari 2024. Hij is de meest China-vriendelijke van de vier kandidaten. De politiek onervaren Gou had gehoopt KMT-kandidaat te worden na grote donaties aan de KMT, maar viste achter het net.
In 2021 werd het Taiwanese conglomeraat Far Eastern Group beboet om technische redenen tegen een achtergrond van beschuldigingen van donaties aan de DPP. Far Eastern doneerde in de praktijk aan beide partijen. Foxconns Terry Gou is zowaar een ROChinese nationalist. Gaat dit vooral om de verkiezingen of wil men de mooie klussen afsnoepen van de grote Taiwanese aanwezigheid in China? Apple-baas Tim Cook was net in China om handelsminister Wang Wentao te spreken.
