Het interessantste nieuws voor de Nederlandse lezer vandaag betreft weer ASML. Het FD heeft via de Woo documenten in handen gekregen, waaruit blijkt dat defensie in 2020 adviseerde om geen euv-machine’s van ASML te exporteren naar China. Dat is ook niet gebeurd: de aangevraagde benodigde toestemming onder de Wassenaar Arrangements is nooit verleend. Waar het nu om gaat zijn de minder geavanceerde duv-machine’s.
Belangrijker is inzage door journalisten van Nikkei in de aankomende Chinastrategie Duitslands buitenlandse zaken. Eerdere nieuwsbrieven hadden al berichten in de Duitse pers met lekken van eerdere versies. Gezien het verschil aan wereldbeelden tussen FDP/Grünen en de SPD dat achter het meningsverschil zit over de levering van tanks aan Oekraïne, zal het laatste woord tussen ministerie en Kanzleramt hierover ook nog niet gewisseld zijn.
Het rondje langs seniore Duitse politici van Welt am Sontag is in lijn met de beschrijving van het document van Nikkei Asia: geen ontkoppeling maar afbouwen van te grote afhankelijkheid. Commissievoorzitter Ursula von der Leyen had het in Davos ook al over: de-risking in plaats van decoupling. Vraag blijft van de grote Duitse bedrijven daar van vinden, want zij hebben de afgelopen periode nog allerlei grote investeringen in China aangekondigd uit overtuiging de markt niet te kunnen missen.
We zijn nu al in het nieuwe jaar van het konijn. Nieuws uit China en Taiwan zelf zal nog wel even rustig blijven. Op te merken valt de Taiwanese voorkeur voor de Engelse vertaling ‘Lunar New Year’ in plaats van ‘Chinese New Year’. In het geval van Vietnamezen en Koreanen kan ik dat nog wel begrijpen. Wanneer je het over de hele collectie van feestdagen wilt hebben, is het inclusiever om ook de andere maankalenderfeesten te erkennen. Maar wat ze in Taiwan, Singapore, enz. vieren is wel de Chinese invulling. Enfin, politiek is politiek.
