De Chinese Wouden, maandag 22 januari: ongeloof over Chinese economische groei
Vorige week vrijdag schreef ik over de scepsis over de waarde van de Chinese economische activiteit en waarom het steeds moeilijker wordt om uit een systeem met zo’n lage consumptiegraad van het nationale inkomen nog voldoende welvaartsgroei de persen voor de bevolking.
Nu kom ik met een serie artikelen die vraagtekens plaatsen bij het officiële groeicijfer van 5,2%. Er zijn altijd al economen en commentatoren geweest die sceptisch waren over de Chinese statistieken. De bekendste was wijlen voormalig premier Li Keqiang, die als baas van de provincie Liaoning zijn eigen ‘Li Keqiang-index’ ontwierp op basis van indicatoren die moeilijker te vervalsen waren.
In de nieuwe realiteit zijn alternatieve berekeningen echter ook zichtbaarder te vinden in de grote artikelen van bijvoorbeeld Bloomberg en Reuters over de laatste cijfers. Het laagste percentage komt van Rhodium Group, waar met berekent dat i.p.v. 5,2% het werkelijke cijfer eerder 1,5% was. Andere economen zijn minder pessimistisch, maar zitten bijna allemaal ook lager – Deutsche Bank komt bijvoorbeeld met 4,2%.
Naast een bedreigd middenklasse wordt ook de China-investeerder steeds meer bedreigd. De aandelenmarkten doen het slecht, andere Chinese bezittingen zijn ook niet zo in trek meer.
In Handelsblatt praat Jörg Wuttke over de uitdaging van de Chinese overcapaciteit. Ik las recent de boeken van Julian Gewirtz en Frank Dikötter over de realiteit van de geroemde jaren tachtig en negentig en werd herinnerd aan het feit dat het Chinese economisch wonder ook al begon met overinvesteringen die tot overcapaciteit leidden. De binnenlandse aanbodzijde boven zowel de binnenlandse als de buitenlandse vraagzijde verkiezen is altijd al een specialiteit geweest van de CCP.
Mijn angst is dat de afkeer voor geld geven aan consumenten, het inherente van financiële repressie aan een leninistische partijstaat en de stagnerende groei alleen maar meer redenen zullen zijn voor Pekingse pogingen om het aanbod te stimuleren en manieren te zoeken om dat elders in de wereld weer kwijt te raken. Al in de jaren negentig werden opkomende economieën getroffen door deïndustrialisering al gevolg van Chinese overvloed. In deze nieuwsbrief staan al stukken over de elektrische auto’s en zonnepanelen die in Europa tot hoofdpijn leiden. Wat gaan we nog meer zien?

Tan krijgt twee hele pagina’s in de NRC om heel redelijk en begripvol te klinken zonder dat zijn onjuistheden of onvolledigheden allemaal worden tegengesproken. Teleurstellend.
