De Chinese Wouden, maandag 20 november: APEC herstelt de rust aan de oppervlakte, oppositie Taiwan oneens over overeenkomst
De APEC-top lijkt te zijn afgesloten in goede stemming. Aan de oppervlakte van de relatie tussen de Verenigde Staten en China is de rust herstelt. Dit is goed nieuws. Dat de black swans en grey rhinos nu even geen grote golven maken, betekent echter niet dat ze verdwenen zijn.
Het is duidelijk dat China grote moeite heeft gedaan om van de ontmoeting tussen Biden en Xi een succes te maken. We konden het zien aan de diplomatieke uitwisselingen vooraf, aan enkele toezeggingen, aan de propagandacampagne en ook aan de glimlachende Xi zelf.
Waar de problemen zitten, illustreert de voor Washington DC belangrijke toezegging van China om eindelijk serieuzer werk te maken van de fentanylproblematiek. In ruil daarvoor heft Amerika sancties op die gericht waren tegen een forensisch instituut. Gelijk gingen boze stemmen op, want die sancties waren ingesteld omdat het overheidsorgaan betrokken is bij de vervolging van Oeigoeren. Belangrijk hierbij waren geweest materialen van het Amerikaanse bedrijf Thermo Fisher, wier baas bij het duurbetaalde CEO-diner vlakbij Xi zat.
Komen bij het bovenstaande de zorgen over mensenrechten en de invloed van bedrijven aan bod, geopolitieke zorgen speelden bij het vraagstuk over Taiwan. Beide kanten proberen te kalmeren. Biden hield het bij simpelweg steun te betuigen aan Amerika’s eigen één-Chinabeleid zonder uit te weiden. Xi maakte ongewoon expliciet duidelijk dat China geen oorlog wil in de nabije toekomst, maar stelde ook dat ‘hereniging’ niet te stoppen is.
Ondertussen is het binnenlandse element ook duidelijk. Naast de Chinese desinformatie en propaganda rond het evenement, organiseerde de Chinese partijstaat en aanverwante Verenigd Front-organen ook (soms gewelddadige) protesten in San Francisco, op Amerikaans grondgebied. Hierbij raakten tegenstanders van de CCP gewond.
Commentaren concluderen dat er substantieel niet ontzagwekkend veel bereikt is. Wat ik daar aan toe zou willen voegen, is dat de ‘vorm’ ook substantie is. Op de manier van omgaan met elkaar is veel vooruitgang geboekt. Dat is een goed teken. In de door slogans en voorbeelden gestuurde leninistische partijstaat die China is, heeft het gedrag van Xi Jinping en de propaganda daaromheen een belangrijk signaal afgegeven aan de rest van de bureaucratie. Dat gaat zeker helpen.
Tegelijkertijd moeten we nog maar zien wat er van de beloftes gaat komen. Gaat de smokkel van fentanylvoorlopers van China naar de VS echt afnemen? Nu de belofte is gedaan om militaire dialoog te herstellen, gaan we ook echt inhoudelijke communicatie zien? Nadat de Taiwanese verkiezingen volgend jaar zijn geweest, gaat Peking zich nog altijd terughoudend opstellen? Dan heb ik als sinocentrische niet-Amerikanist het rampscenario Trump nog niet eens genoemd.
Taiwan
Afgelopen zaterdagochtend tien uur lokale tijd in Taipei hadden de KMT en TPP hun gezamenlijke presidentskandidaat aan moeten kondigen. In plaats daarvan maakte Ko Wen-je van de TPP duidelijk dat hij het niet eens was met de interpretatie van de peilingen van de KMT.
Ko zei toen dat het nog tot het verstrijken van de registratiedeadline op vrijdag 24 november spannend kan blijven. Ondertussen lijkt het er steeds meer op dat hij gewoon zelf kandidaat wil zijn en suggereert een ontmoeting met onafhankelijke kandidaat Terry Gou dat hij nu naar samenwerking met de Foxconn-oprichter zou kijken.
Als de KMT-TPP samenwerking blijvend mislukt, is het de best mogelijke uitkomst voor de regerende DPP. Niet alleen splitsen de oppositiekandidaten de anti-DPP stem nog altijd, ze hebben tegelijkertijd hun eigen geloofwaardigheid beschadigd. Vooral dat Ko, die het meest concurreert met de potentiële achterban van de DPP, zich een slechte onderhandelaar heeft doen blijken, moet het team van Lai tevreden stellen. Hoewel sommige kiezers het blijkbaar nog altijd als een voorbeeld zien van ‘zeggen hoe het is.

Na zijn duidelijk verlies van Tsai Ing-wen (DPP) in 2020 werd Han ook nog eens als eerste burgemeester ooit succesvol herroepen door de inwoners van Kaohsiung, een normaal ‘groene’ stad die de populist in 2018 juist zo verrassend had gewonnen. Hij staat bekend om zijn desinformatie, alcoholgebruik en banden met de schimmigere kant van de KMT, maar is juist daarom zo populair onder de harde kern van de KMT. Ik zie de keuze van Han als poging van de KMT om de eigen achterban te mobiliseren i.p.v. het bredere electoraat aan te spreken.

Net als met de problemen die het Chinese groeimodel nu laat zien, is dit niet een geval van stromannen over het ‘instorten’ of niet van de Chinese economie. Het gaat om een relevante structurele verandering in de aard van de economische groei van China. Decennialang werd het mondiale Chinese economische gewicht groter.
