De Chinese Wouden, maandag 20 mei: handelsoorlog?, vastgoed, Taiwan Taiwan Taiwan
Er is erg veel Taiwan-nieuws vandaag. Omdat niet iedereen daarin geïnteresseerd is, én om het overzicht te bewaren, heb ik in het midden van de nieuwsbrief een Straat van Taiwan gegraven. Voor het belangrijke nieuws uit Taiwan, scroll door.
Want er is ook nog belangrijk nieuws uit China. Zo weest de Chinese Kamer van Koophandel in de Europese Unie op een bericht op sociale media van Chinese staatsmedia die dreigden met vergelding op de Europese handelsmaatregelen. Peking heeft al een onderzoek ingesteld naar dumping van een bepaalde chemische stof uit Europa, VS, Japan en Taiwan.
De hoofdonderhandelaar van de Unie, Sabine Weyand, had een interessante toespraak over de toekomst van handelsbeleid. Daarin stelde ze dat de-risking inderdaad met kosten gepaard gaat. Ze riep op tot het erkennen van die trade-offs. Europa heeft lang de dans ontsprongen van Chinese vergelding terwijl Pekings aandacht gericht was op Washington. Als we nu inderdaad een nieuwe fase ingaan, is het de zaak dat de leiders het verhaal achter hun keuze’s duidelijk vertellen.
Groot nieuws is het nieuwe pakket aan maatregelen om de Chinese vastgoedmarkt vlot te trekken. Ik ben hier geen expert in, dus vind het lastig om een oordeel te vellen. De schaal is immens, het belang voor de politieke economie van China is essentieel. Analisten zien de maatregelen als onvoldoende.
Taiwan
Het grootste Taiwannieuws is de inauguratie van de nieuwe president Lai Ching-te vandaag. Veel aandacht gaat uit naar zijn toespraak. Die komt pas nadat ik de nieuwbrief verstuur, dus daar kom ik woensdag op terug. Maar Lai laat zich voorstaan op zijn continuïteit met Tsai Ing-wen op nationale veiligheid. Veel nieuws zal hij niet zeggen. Pekings mening over Tsai en Lai en hun DPP is al bekend.
Wat echt nieuw is – voor zowel de stabiliteit van het Taiwanese bestuur als in termen van wat voor aangrijppunten voor inmenging China heeft – is de situatie in de binnenlandse politiek. Lai Ching-te heeft niet de brede populariteit en de vaste hand van Tsai Ing-wen. Nog belangrijker is de nieuwe realiteit in het parlement. Daar heeft nu een pan-blauwe coalitie van KMT en TPP de meerderheid. De gevechten in het parlement afgelopen vrijdag maken duidelijk dat dit al tot grote strijd leidt.
In de Wetgevende Yuan raakten parlementsleden slaag rond de behandeling van wetsvoorstelling voor de uitbreiding van de macht van het parlement. Deze wet voorziet in onderzoeksmogelijkheden waarbij het parlement mensen mag dwingen voor het parlement te verschijnen of informatie te delen en kan straffen als het niet tevreden is, misschien zelfs over de houding van de ondervraagde.
Het doel van de KMT is om de DPP-regering aan zwaardere controle te onderwerpen. Ook TPP-supporters willen de ‘arrogante’ DPP-regering laten inbinden. Daarnaast is er al langer een breder debat over de dominantie van de uitvoerende over de wetgevend macht in een systeem dat ontwikkeld is onder een dictatuur.
De angst onder de DPP is dat de KMT een herhaling wil van de vervolgingen van DPP’ers nadat Ma Ying-jeou (KMT) in 2008 Chen Shui-bian (DPP) opvolgde als president. Daarnaast is er een litanie aan gevallen bekend waarin KMT’ers informatie lekten over gevoelige defensieprojecten of diplomatieke betrekkingen, waarbij tegenstanders vermoedden dat het doel sabotage was. Wat, zo vraagt een (DPP-gelieerde) juridisch expert, gebeurt er als de KMT-fractie probeert TSMCs Morris Chang te dwingen gevoelige bedrijfsinformatie te delen?
Je kunt twisten over de keuze van de DPP om zich ook in het handgemeen te begeven, of, volgens sommige lezingen, te beginnen. Als je geen meerderheid meer hebt, dan moet je nu eenmaal accepteren dat je stemmingen gaat verliezen. De KMT en TPP zeggen daarom dat de DPP antidemocratisch opereert. De DPP zegt echter dat het geen keuze had vanwege onreglementaire procedures en het feit dat een pro-Chinese partij rare dingen door wil voeren – toevallig kort nadat KMT-fractievoorzitter Fu Kun-chi terugkwam van gesprekken in China.

Taiwanezen zijn doorgaans zat om vechtende parlementariërs te zien. De hervormingen betreffen pogingen van de KMT om meer macht te geven aan de Wetgevende Yuan t.o.v. de Uitvoerende Yuan (=kabinet) en President nu het Blauwe Kamp wel een meerderheid heeft in het parlement maar de DPP nog de regering in handen heeft. De DPP klaagt over de impact van deze maatregelen en over de manier waarop het zou worden doorgedrukt zonder dat de wetsvoorstellen publiek zijn.
