De Chinese Wouden, maandag 20 maart: Xi naar Moskou, Chinese munitie gevonden in Oekraïne?, oorsprong covid
Vanaf vandaag begint het staatsbezoek van Xi Jinping aan Rusland. Wij zien dit vooral in het perspectief van de Russische invasie van Oekraïne. De lange opsomming aan gebieden voor samenwerking in de Chinese staatsmedia laat zien dat de relatie voor Peking veel breder is. De uiteenzetting in het artikel van Xi Jinping voor de Russische pers is een lezenswaardige visie op een andere wereldorde. Europa is een zijtoneel in de mondiale herordening die Xi in zijn Nieuwe Tijdperk voorziet.
Voor ons in Europa is de strijd om de ordening van ons continent logischerwijs het belangrijkste. China is echter sinds de trifecta Brexit-Trump-covid actief omgeschakeld van het verstevigen van de eigen positie naar het uitbouwen van een alternatieve wereldorde. We zien dit in de internationale organisaties, eindeloze initiatieven van dr. Xi, de intensieve bilaterale contacten met niet-Westerse landen, en alle mondiale conferenties en infrastructuur die China als centrum hebben. Dit is geen omverwerping van het bestaande internationale systeem – daarvoor profiteert Peking er te veel van – maar het bijsturen, een ‘correctie’.
De belangrijkste tegenspeler – tegenstuurder – is de Verenigde Staten. Het is de VS die Peking wil indammen en die de grootste blokkade vormt bij het nastreven van een mondiale herordening. Daarom ontwikkelt China steeds duidelijker tegencoalities. De onderzoeker Rana Siu Inboden heeft uitstekend onderzoek gedaan naar de Like-Minded Group die Peking binnen de VN organiseert. Ook BRICS, SCO en andere niet-Westerse samenwerkingsverbanden dienen dat doel.
Dit gaat volens de principes van de verenigd front-strategie: de wereld bestaat uit hoofdvijand, weifelende middenmachten en vrienden. De hoofdvijand wil je isoleren door je vrienden aan je te binden en de weifelaars los te weken van de belangrijkste tegenstander van het moment. Amerikaanse bondgenoten Japan en Australië moeten ter lering voor de rest harder gestraft worden, terwijl de Europese hoop op strategische autonomie (door Peking verkeerd begrepen als botweg anti-Amerikaans) kansen biedt voor China om het ‘Amerikaanse’ Westen te splitsen.
Het is in die context, dat we de Chinese relatie met Rusland en houding ten opzichte van de invasie van Oekraïne moeten lezen. Ten eerste is er de met Rusland gedeelde interpretatie dat de Verenigde Staten de ‘crisis’ met de ‘Amerikaanse’ NAVO heeft veroorzaakt. Ten tweede is er de Chinese claim dat de VS met wapenleveranties en sancties olie op het vuur gooit en Oekraïne en Europa daarmee voor eigen gewin uitbuit. De Chinese oplossing van een ‘balanced, effective and sustainable European security mechanism’ op basis van het principe van ondeelbare veiligheid komt neer op het steun van Russische grootmachtambities op ons continent. Azië voor de Aziaten – inclusief China; Europa voor de Europeanen – inclusief Rusland. Allemaal zonder de VS. Dit zegt veel over het Chinese wereldbeeld. Het zegt ook veel over welke rol Peking voor zichzelf ziet in Oost-Azië.
De verzwakking van de Westerse alliantie is een doel van de Chinese verenigd front-strategie om hoofdvijand Amerika te isoleren. De betrekkingen met Rusland zijn een belangrijk onderdeel van het bouwen van een alternatieve internationale gemeenschap, een gemeenschap die het ‘proletariaat’ van het Mondiale Zuiden i.p.v. de Westerse G7-bourgeoisie vertegenwoordigt. Peking is niet intrinsiek voor of tegen de oorlog, en heeft ook niet per se iets tegen Oekraïne. De oorlog in Europa is echter een zijtoneel en de Chinese inzet wordt beoordeeld op basis van zijn bijdrage aan het belangrijkere mondiale doel.
Peking kan veel winnen met mooie woorden: twijfel zaaien binnen het Westerse kamp, vergeefse hoop over een bemiddelende rol in Europa aanwakkeren en voor de niet-Westerse wereld doen alsof alleen China oproept tot vrede. Maar in daden heeft China nog niks voor Oekraïne gedaan. Daartegen kun je feitelijke steun voor Rusland zien, zowel diplomatiek en economisch als enigszins militair, in de vorm van dual-use goederen en misschien zelfs al erger. Volgens POLITICO zijn er geweren geëxporteerd en Kyodo heeft bronnen die zeggen dat er Chinese munitie op het slagveld beland is. Gezien het belang van Rusland voor Pekings strategie, hou ik het goed voor mogelijk dat de Chinese steun verder gaat escaleren. Een bezoek aan Moskou en een telefoongesprek met Zelensky kan Xi Jinping dan aanwenden om de niet-Westerse wereld voor te houden dat hij het wel geprobeerd heeft, maar dat die nare Amerikanen maar wapens blijven leveren.
Misschien ben ik te negatief voor velen. Het is natuurlijk zo dat een cynische Chinese bijdrage aan vrede in Oekraïne nog altijd een bijdragen aan vrede is. Maar wees niet te goed van vertrouwen. Ik raad mensen aan het excellente The Rupture van Andrew Small te lezen over de rappe verschuiving van het Europese Chinabeleid. Men heeft al eerder aan wensdenken gedaan. Ik haal een citaat aan van Mao Zedong dat men weer steeds vaker bezigt in de Volksrepubliek: “丢掉幻想,准备斗争” (diūdiào huànxiǎng, zhǔnbèi dòuzhēng); “cast away your illusions, prepare for struggle”; „verwerp wensdenken, bereid voor op strijd”.
Vergeet ondertussen ook niet waar Japan nu mee bezig is, o.a. met de eerste gezamenlijke kabinetszitting met Duitsland en een toespraak vandaag van premier Kishida waarmee hij een update op Japans invloedrijke Indo-Pacific-beleid aan gaat kondigen.
Ook nog een beetje Taiwannieuws: behalve de bezoeken aan Taiwan deze week van de Duitse minister van onderwijs en de Tsjechische parlementsvoorzitter – die volgen op parlementaire delegaties van de Verenigde Staten, het Verenigd Koninkrijk en Paraguay – gaat er nog een belangrijke uit. KMT-mastodont en overtuigd Chinees nationalist Ma Ying-jeou gaat op 27 maart als eerste voormalige president van Taiwan op bezoek naar China.
Bedenk bij alles: wij zijn niet het centrum van de wereld voor Xi, Kishida en Ma.

Als je de wereld beziet volgens een verenigd front-lens zoals China, dan is je doel om de hoofdvijand te isoleren. Op het wereldtoneel is dat voor Peking de Verenigde Staten. Hierin staat Amerikaans bondgenoot Japan en dreigende buur zwakker dan het verre Nederland, een belangrijke speler in het mogelijk strategisch autonome Europa. Ik verwacht dan ook dat Nederland meer kan maken dan Japan.
