De Chinese Wouden, maandag 19 juni: Blinken in China, Wu in Europa
Taiwans minister van buitenlandse zaken Joseph Wu duikt ineens overal op in Europa. Behalve in Praag en Brussel is hij ook in Warschau en Milaan geweest. Ik moet mijn ogen maar wat beter openhouden terwijl ik door Den Haag fiets, wie weet wat ik de komende dagen nog zie!
Meer aandacht gaat logischerwijs uit naar het bezoek van de Amerikaanse minister van buitenlandse zaken Antony Blinken aan Peking. Zondag trof hij de Chinese minister Qin Gang. Het was een lang gesprek dat volgens de readouts „candid, substantive, and constructive” was. Dat en de afspraken voor samenwerking op enkele gebieden zijn goede tekens waar commentatoren blij mee zijn. Het is ook belangrijk en hoopgevend dat de dialoog hersteld is. Maar de onderliggende problemen zijn niet zomaar weg.
De Chinese readout opent met de claim van Qin dat de betrekkingen tussen China en de VS op het laagste niveau zijn sinds ze zijn aangegaan (per 1979). Daarna merkt hij op, dat het Chinese beleid consistent en stabiel is. Met andere woorden: de problemen zijn veroorzaakt door Washington. Dat is ook steeds de teneur van commentaren in de Chinese pers.
Dit is niet duurzaam op te lossen. Het probleem is dat de toezeggingen die Peking wil „to meet it halfway” – zoals de kop uit de staatsgecontroleerde Singaporese krant The Straits Times het wil – onmogelijk zouden zijn. Dat gaat in tegen de Amerikaanse visie op de internationale orde, is vanwege de binnenlandse politiek onmogelijk en zou het verraden van bondgenoten en partners inhouden.
Op een aantal vlakken zouden Amerikaanse concessies theoretisch mogelijk zijn – over het nut van de tech war voert men ook in het westen discussie. Maar de toezeggingen die de Chinese Communistische Partij van de VS zou willen om écht gerust gesteld te worden, zouden neerkomen op een Chinees-Russische visie van invloedszone’s in de wereld, het opgeven van Taiwan en Zuid-Korea en de landen rondom de door China illegaal bezette Zuid-Chinese Zee, het overleveren van Chinese gemeenschappen in eigen land aan buitenlandse inmenging, etc. Tegelijkertijd hoeven we van de Chinese kant niks te verwachten; het is immers allemaal de schuld van de VS.
De spanningen gaan dus verder oplopen. Berichtgeving in de Amerikaanse pers suggereert dat het Witte Huis rapporten en maatregelen heeft vertraagd om een goede situatie te creëren voor het herstel van de dialoog. Maar dat kan niet oneindig voortduren. Ondertussen zullen er weer nieuwe dingen gebeuren. Onder dat alles ligt de structuur van systematische confrontatie die voorlopig niet meer weg gaat. De Chinese binnenlandse economische uitdagingen en zorgen over de wereldopinie zouden Peking tot andere gedachten kunnen dwingen, maar ik vooralsnog te pessimistische berichten gelezen over de stand van zaken rond het hoogste leiderschap in Peking om daar al te veel op te vertrouwen.
