De Chinese Wouden, maandag 18 september: verdwenen defensieminister, China niet blij met EU-onderzoek elektrische auto’s
Ik mag er graag op wijzen dat de Chinese minister van buitenlandse zaken niet zo belangrijk is, maar dat het bij het buitenlandbeleid gaat om de directeur van het kantoor van de Commissie voor Buitenlandsezakenwerk van het Centraal Comité van de Chinese Communistische Partij. Sinds de verdwijning van minister Qin Gang vervult Wang Yi echter beide functies.
Gelukkig is er een nieuwe verdwijning om me weer een lesje te laten geven. De Chinese minister van defensie is nóg minder belangrijk voor defensie dan zijn college van buitenlandse zaken voor buitenlandse zaken. De Centrale Militair Commissie is de echte baas. De minister is vooral handig voor de verbinding met het staatsapparaat en iemand te hebben die buitenlandse tegenhangers kan ontmoeten.
De huidige minister, Li Shangfu, is nu ook verdwenen. Verschillende media claimen op basis van verschillende bronnen dat hij vastgezet zou zijn. Er zouden misschien links zijn met de corruptieproblemen bij de aankoopafdeling of met de eedere problemen bij de nucleaire strijdkrachten.
Details zullen nog wel op zich laten wachten, maar na Qin is dit de tweede minister die door Xi zelf is uitgekozen om plotseling tot deze functie worden verheven. Beide ministers zijn ook nogal kort in functie gebleven. Heeft het personeel van Xi twee keer te weinig aan achtergrondcontrole gedaan?
Echter, deze berichten komen naar buiten tegelijkertijd met een lang artikel in The New York Times over de spionageoorlog tussen de VS en China. Daar staat onder andere in dat de Chinese geheime diensten Xi Jinping niet volledig in zouden hebben gelicht over de beruchte ballonnencampagne. Hoewel het niet vreemd is dat Xi niet alle details weet van elk programme in de enorme Chinese bureaucratie, kan dit ook weer een verder aanwijzing zijn dat de Voorzitter van Alles juist zoveel wil voorzitten omdat hij weet hoe moeilijk het is de ondoorzichtige leninistische partijstaatbureaucratie onder controle te krijgen.
Maar los van de speculatie over de echte oorzaken achter de verdwijningen, is er een verdere consequentie. Samen met de zorgen over het economische model en het verbergen van statistieken en databanken draagt dit alleen maar bij aan zorgen over de duurzaamheid van Chinees partnerschap. Waarom investeren in een relatie met een Chinese tegenhanger, als hij toch plotseling kan verdwijnen? Onvoorspelbaarheid is slecht voor het aantrekken van diplomaten én investeerders.

Overheden, universiteiten, politie, kranten en bedrijven gebruiken Chinese communicatieapparatuur met beveiligingsproblemen – Follow the Money: „‘Al die informatie wordt ontsloten via de servers van de fabrikant,’ zegt Hermans. ‘Ook gevoelige informatie, zoals het serienummer van je telefoon en je gebruiksgegevens bij je telco-provider. Daarvoor zou de apparatuur van Yealink kunnen worden gebruikt, stelt hij. ‘Als Yealink weet dat bepaalde telefoons bij het Openbaar Ministerie staan, kan de Chinese overheid dat achterhalen.’”
„‘Het is duidelijk dat Yealink geen hoge prioriteit hecht aan beveiliging en technische expertise mist,’ stelt de internationaal hooggewaardeerde cryptograaf Bart Preneel (KU Leuven). ‘In het licht van het grote aantal problemen zou ik dit eerder aan incompetentie wijten dan aan bewuste onveiligheid. Als je achterpoortjes wilt verbergen, kan dat veel subtieler.’” 🇳🇱
De risico’s van Chinese technologie zijn op te splitsen van concreet naar abstract in (i) spionage via ingebouwde achterdeuren, (ii) wetgeving die Chinese bedrijven dwingt mee te merken aan verzoeken veiligheidsdiensten, (iii) verwevenheid van Chinese bedrijven met partijstaat, (iv) productie in eigen land stelt Chinese staat in staat om systemen te doorgronden ter voorbereiding van acties, (v) afhankelijk worden van China, (vi) gebrek aan mogelijkheden om je te beroepen op rechtstaat of pers bij geval van problemen, (vii) gebrekkige veiligheidscultuur in Chinese IT-wereld en geen pers om toezicht te houden, en (viii) morele bezwaren tegen klant zijn van bedrijven die meehelpen aan onderdrukking en genocide in China.
Van de meer concrete voorbeelden zijn er weinig publiekelijk bekend – zo snel schiet mij alleen binnen dat in 2014 Australië te maken zou hebben gehad met Chinese spyware die via een firmware-update van Huawei binnenkwam. De grootste risico’s in de praktijk komen van gebrekkig toezicht op lekken en problemen door toezichthouders en niet-vrije pers en de afhankelijkheden die je creëert. Bij Yealink lijkt het vooral te gaan om punten v en vii.
Natuurlijk kun je het bovenstaande schema ook aanpassen voor gebruik bij beoordelen van technologie uit andere landen.

Op de universiteit leer ik mijn studenten voor het schrijven van hun scripties dat het belangrijk is onderscheid te maken tussen primaire bronnen zoals krantenartikelen en secondaire bronnen als academische artikelen, niet omdat het één ‘correcter’ is, maar omdat het gaat om twee verschillende logica’s van kenniscreatie. Ik durf wel te zeggen dat bevindingen van Chinese toezichthouders minder betrouwbaar zijn dan die van hun Amerikaanse. Echter hebben we hier ook steeds meer te maken met een epistemologische botsing. De Chinese partijstaat werkt met een andere waarheidslogica in een andere realiteit. Dit maakt werk van toezichthouders onvergelijkbaar (incommensurable), maar hetzelfde geldt natuurlijk ook voor dingen als staatssteun of medewerking aan wetshandhavers.
