De Chinese Wouden, maandag 18 maart: Fu Cong, de grote strijd
Het is lastig om in alle nieuwtjes een rode lijn te vinden vandaag. Misschien heeft het te maken met de rust na de Twee Zittingen.
Opvallend is het bericht dat de Chinese ambassadeur in Brussel, Fu Cong, al weer zou vertrekken. De post was een tijdje leeg voordat Fu vijftien maanden geleden aankwam. Nu zou de beste man al weer naar New York vertrekken. Ik vond hem niet de meest verbindende communicator. Maar Fu heeft dan ook te stellen met Chinese boodschappen over handel en Oekraïne die lijnrecht ingaan tegen fundamentele bewegingen in de Europe Unie op dit moment. Hoe lang zijn opvolger ook op zich laat wachten, hij (sic) zal het alleen maar moeilijker krijgen.
De Chinese handelsspanningen zijn ook buiten Europa voelbaar. Chinees economisch beleid steunt vooral de aanbodkant – d.w.z. de producten. Nu binnenlandse vraag terugloopt, nemen Chinas structurele overschotten nog verder terug. BRICS-medelid Brazilië begint nu met onderzoek naar dumping. Dit zal niet het laatste land zijn dat maatregelen neemt.
In de binnenlandse Chinese politiek valt een recent gepubliceerde toespraak van Xi Jinping bij het anti-corruptie- en discipline-orgaan van de CCP op. Hierin beklaagt hij zich dat tientallen jaren van vrede onder de Partij heeft gezorgd dat zelfgenoegzame partijkaders niet klaar zij voor de ‘grote strijd’. Propaganda elders herhaalt de roep tot ‘zelf-revolutie’ in de Partij. Het gaat hierbij natuurlijk vooral om het aanpakken van misstanden binnen de bureaucratie. Maar zulke vurige retoriek heeft er een handje van om ál het beleid een bepaalde lading te geven…
