De Chinese Wouden, maandag 16 december: beïnvloeding, zelf-revolutie, prins Andrew
Scroll door naar ‘China binnenland’ voor mijn uitleg van een nieuw theoretisch stuk in Qiushi van Xi Jinping over ‘zelf-revolutie’ om de neergang van Partij tegen te gaan en corruptie te bestrijden. De verwijzingen naar veranderingen in de wereld en China als reden voor het versterken van zelf-revolutie als magisch wapen om de Partij te laten ontsnappen aan de historische cyclus laat zien dat Xi alle hens aan dek wil. De Chinese uitdagingen vereisen een gehoorzame Partij.
In het Verenigd Koninkrijk is een politieke rel om de onthulling dat schandaalprins Andrew gebruikt zou zijn door een Chinese ‘spion’. Dit is natuurlijk kwalijk en brengt risico’s met zich mee. Tegelijkertijd is het een goede illustratie van de beperkingen van Chinese beïnvloedingsoperaties.
De vermeende agent schijnt een zakenman te zijn die op de bekende wijze heeft ingespeeld op de ijdelheid van voormalig belangrijke mannen van een zekere leeftijd. De motivatie voor het verkrijgen van deze toegang zou ook zijn zakelijke belangen in China kunnen zijn geweest. Het doelwit lijkt vanuit Azië bekeken indrukwekkend, zeker voor de lagere beambten in provinciale en gemeentelijke kantoren van de Chinese diensten.
Ik heb de artikelen in een aparte sectie geplaatst. Die opent met nog een andere kanttekening bij automatische hysterie rond verhalen over Chinese inmenging. Nadat een tijd terug de Amerikaanse publieke omroep NPR onderzoek had gedaan naar de in Nederland verblijvende vermeende dissident Wang Jingyi, volgt nu de NRC. Dit bevestigt het verhaal dat hij niet alleen Chinese dissidenten op zou hebben gelicht, maar dat verhalen van vermeende Chinese activiteiten in het echt van hem kwamen. Het is allemaal erg triest. Dit artikel volgt op een eerdere reportage van de NPR uit augustus die gelijke dingen vond. NRC vind meer slachtoffers van Wang. Dit is een buitengewoon pijnlijke en vervelende zaak. Het gaat om precaire groepen. Het onderwerp van Chinese inmenging is serieus, belangrijk en onderschat, maar ook complex, erg moeilijk uit te pluizen en iets wat zich goed leent voor hysterie. Om het te doorgronden en aan te tonen ben je niet alleen afhankelijk van diepgaande kennis van de Chinese partijstaat, maar ook van de betrouwbaarheid van je bronnen. Dat blijft altijd lastig in dit schimmenspel, maar nu is er wel serieuze schade aangericht door Wang.
Bouwers maakt een belangrijk punt, dat delen van sommige Chinese diensten en organen best op afstand enige indirecte betrokkenheid zouden kunnen hebben bij wat er gebeurt rondom Wang. Dat is allemaal onderdeel van de rotzooi die deze schimmige wereld is. Tegelijkertijd moet de berichtgeving van NPR en NRC een waarschuwing zijn om claims over buitenlandse inmenging buitengewoon voorzichtig te behandelen. Enkele vaak aangehaalde gevallen van inmenging die voorbijkomen in het artikel hebben aan geloofwaardigheid ingeboet door Wangs betrokkenheid en zouden niet zomaar meer aangevoerd moeten worden als voorbeelden van Chinese inmenging.

Één vraagstuk dat over de decennia altijd terugkeert bij de CCP: hoe te ontsnappen aan de vermeende historische cyclus van opkomst en verval – eerder gezien bij China’s keizerlijke dynastieën. In een beroemd gesprek met de intellectueel Huang Yanpei in 1945 antwoordde Mao Zedong deze vraag dat het antwoord gevonden was: „Wij kunnen uit de ontsnappen uit de cyclus, deze nieuwe weg is democratie. ” (我们能跳出这周期律，这条新路，就是民主。). Uiteindelijk zou Mao met de CCP als leider van de Nieuwe Democratische Beweging de Chinese burgeroorlog winnen en een ‘democratische volksdictatuur’ vestigen.
Xi opent zijn stuk met dezelfde bewoordingen: „Hoe kan onze Partij, als de grootste marxistische regeringspartij in de wereld, ontsnappen uit de historische cyclus van bestuur en chaos, van opkomst en verval, en garanderen dat de Partij nooit van essentie, kleur of smaak zal veranderen?” De zin gebruikt dezelfde woorden als Mao (跳出……周期率).
Het antwoord van Xi is een uitbreiding van het antwoord van Mao. Xinhua vertaalt het met ‘self-reform’, maar het Chinese woord betekent letter ‘zelf-revolutie’. Door strijd past de Partij zich steeds aan aan de realiteit. Mao verduidelijkte in zijn antwoord dat toezicht op de regering door het volk noodzakelijk was. In het stuk van Xi is dat slechts het laatste van negen punten.
De grootste rol is weggelegd voor de Partij zelf. Deze moet niet bang zijn om het „mes naar binnen te richten” (必须以刀刃向内的勇气). Het is noodzakelijk om belangengroepen binnen de partij te bestrijden (有力回击一切利益集团、权势团体、特权阶层的“围猎”腐蚀), want de Partij vertegenwoordigt altijd de fundamentele belangen van de grootste massa en geen privébelangen. (Foei, corruptie kaders!)
De grootse socialistische revolutie en zelf-revolutie versterken elkaar. Voor de zelf-revolutie is het nodig om nadruk te blijven leggen op de centrale rol het partijleiderschap, op ideologie-onderwijs van partijkaders en op het verstevigen van partijorganisatie
